- Unlawful possession or trafficking is punished by quantity under Penal Code Articles 249-252, up to life imprisonment; the drug death penalty was abolished on 1 July 2025.
- If prescribed / medical
- Available on prescription as a special-control narcotic for severe and cancer pain.
- Documentation
- Carry a prescription and original packaging and declare controlled narcotics on entry.

Nicotine
- Legal status
- Nicotine is legal in Vietnam in combustible tobacco and in nicotine-replacement therapy, but the nicotine DELIVERY product is banned. National Assembly Resolution 173/2024/QH15 (adopted 30 November 2024) prohibits the production, trade, importation, storage, transport and use of e-cigarettes and heated-tobacco products; the prohibition takes effect from 2025, with sale/investment measures extended into 2026.
- Consequences if caught
- The manufacture, trade, import, harbouring, transport and use of e-cigarettes and heated-tobacco products are prohibited nationwide and subject to enforcement and confiscation. Nicotine in combustible tobacco is unaffected.
- If prescribed / medical
- Nicotine-replacement therapy is available as a medicine; e-cigarettes have no lawful medical or prescription route.
- Documentation

Oxycodone
- Legal status

- Consequences if caught
- Unlawful possession or trafficking is punished by quantity under Penal Code Articles 249–252; the death penalty for drug offences was abolished on 1 July 2025 (existing sentences commuted to life) — oxycodone is not death-eligible.
- If prescribed / medical
- Dispensed as a controlled narcotic on a special-control prescription.

Pink Cocaine / Tusi
- Legal status
- Pink cocaine (tusi) is not scheduled as such; it is a variable mixture (typically ketamine + MDMA) prosecuted through its constituents — Vietnam lists MDMA as a Schedule I narcotic and ketamine as a List III narcotic under the Penal Code and Law on Drug Prevention and Control, which reach any preparation containing a controlled substance. Because the blend varies batch to batch, exposure follows the most-severely-controlled component, so an MDMA-containing tusi sample carries the death penalty exposure for trafficking.
- Consequences if caught
- An MDMA-positive mixture is a Schedule I narcotics offence where trafficking above statutory thresholds is punishable by death under Penal Code Arts 248–251; a ketamine-only mixture (List III) carries heavy but non-capital penalties.
- If prescribed / medical
- No lawful supply of the mixture; ketamine is a List III controlled medicine permitted for medical/veterinary use, whereas MDMA has no accepted medical use.
- Documentation
- Sold as a party powder of unknown makeup; because the blend varies batch to batch, buyers cannot know whether death-eligible MDMA is present, so capital-level legal exposure is unknowable at purchase.

Synthetic Cannabinoids (K2 / Spice)
- Legal status
- Controlled. Synthetic cannabinoids are listed on Vietnam's controlled-substance schedules (e.g. Decree 57/2022), incorporating the synthetic cannabinoids added to Schedule II of the 1971 Convention. There is no capital exposure for this class: the death penalty for drug offences was abolished on 1 July 2025 under the 2025 Penal Code amendment.
- Consequences if caught
- Illegal; possession and trafficking carry heavy (non-capital) imprisonment. Not death-eligible since 1 July 2025. Do not carry.
- If prescribed / medical
- These synthetic cannabinoids have no recognised medical use and no lawful prescription route in Vietnam.
- Documentation
- No lawful personal-import route for controlled synthetic cannabinoids; do not carry.

Tramadol
- Legal status
- Tramadol is a special-control prescription medicine in Vietnam — a single-ingredient addictive-active ('gây nghiện') drug under Circular 19/2014/TT-BYT and its successor Decree 163/2025/NĐ-CP; Vietnam's narcotics capital tiers are keyed to heroin/methamphetamine/opium/cocaine, no tramadol-specific capital tier is established, and Vietnam abolished the death penalty for drug offences on 1 July 2025.
- Consequences if caught
- Unlawful possession or supply is punished by quantity under the Penal Code; tramadol is not death-eligible.
- If prescribed / medical
- Dispensed as a special-control 'gây nghiện' prescription medicine.
- Documentation
- Carry a prescription or doctor's letter for a personal supply only; controlled/addictive medicines must be declared and are tightly limited on import.

- Consequences if caught

This specific substance was not named in the reachable Vietnamese sources (Penal Code 2015 / Law 73/2021 / Decree 57/2022) — do NOT assume it is permitted; verify before travel. VIETNAM RETAINS THE DEATH PENALTY for drug trafficking, manufacture and transport (Arts 248/250/251): it applies at ≥100 g of heroin, cocaine, methamphetamine, amphetamine or MDMA; ≥5 kg of cannabis resin/coca glue; ≥75 kg of cannabis leaves/roots/flowers/seeds; ≥600 g of dried opium-poppy fruit; or ≥300 g of other solid narcotics. Possession (Art 249) carries 2 years to life by weight. Use is an administrative matter (2021 Law + Decree 144/2021): a fine of VND 1–2 million plus deportation for foreigners. [reported — verify] A 2025 Penal Code amendment is reported to have REMOVED the death penalty for the possession offence (Art 249) regardless of quantity — trafficking/manufacture/transport still carry it — and to criminalise drug use during or after compulsory rehabilitation (2–5 years); confirm against the current statute.
- If prescribed / medical
- If a prescribed controlled medicine, carry a valid prescription and declare it on arrival (see documentation).
- Documentation
- There is NO medical cannabis and no traveller exemption — cannabis import/export is prohibited. For other prescribed controlled medicines, carry a valid prescription and declare them on arrival. Foreigners receive no leniency: deportation plus a 3-year re-entry ban is common.

- VIETNAM IS A DEATH-PENALTY COUNTRY for drug trafficking.

Drug laws and enforcement change and vary by country. This is not legal advice. Always confirm with the destination’s embassy or official drug authority before traveling; penalties can be severe, including imprisonment.
Before you travel
Verify current rules with the destination country’s official drug authority and your own country’s embassy before traveling. Find the destination’s U.S. embassy & official country guidance →
Non-U.S. travelers: check your own government’s travel advisory and embassy.
If you’re detained or arrested abroad
Contact your own country’s embassy or consulate in the destination immediately — not the destination’s authorities. U.S. citizens: contact the nearest U.S. embassy/consulate and the U.S. State Department at +1-202-501-4444 (from abroad). If a U.S. citizen is arrested or detained abroad →
