Ephedrine is controlled in Germany, but not as a narcotic, and the difference decides everything downstream. The search ran on 20 September 2026 under „Ephedrin; Ephedrine“ across BtMG Anlagen I bis III and NpSG Anlagen 1 und 2 and returned no entry in either. The regime the dossier routes it to instead is precursor control: the substance is a category 1 drug precursor under the German precursor statute and the European precursor rules, which regulate it because it is a starting material rather than because it is a controlled drug in itself. A precursor listing and a narcotics listing are different instruments with different duties, and this cell does not blend them.

Consequences if caught

Capital exposure: none. Germany has no death penalty. No narcotics maximum applies, and the dossier says why: the finding is a confirmed absence from the drug schedules, so no BtMG ceiling follows from it. The obligations that do exist run the other way from a possession offence. Category 1 precursor control operates on licensing, registration, record keeping and the reporting of suspicious transactions by those who handle the substance commercially, so the exposure attaches to how the material is acquired, held and accounted for in trade rather than to its presence as such.
