Is 2-FDCK legal in Germany?

Controlled narcotic, 2-FDCK (2-Fluordeschlorketamin) was added by name to Anlage II of the Betäubungsmittelgesetz (BtMG) by the 24th BtMÄndV (BGBl. 2024 I Nr. 379), in force 5 December 2024, as a marketable-but-not-prescribable narcotic. Mechanism: named listing. This diverges from ketamine, which Germany treats as a non-scheduled prescription medicine under the Arzneimittelgesetz. [Certain] Re-derived in this pass, not carried forward: BtMG Anlage II was read at gesetze-im-internet.de on 21 September 2026 and it names the entry "2-Fluordeschlorketamin (2-Fluorketamin, 2-FDCK, 2-FL-2'-OXO-PCM)" with the systematic name 2-(2-Fluorphenyl)-2-(methylamino)cyclohexan-1-on. The substance is therefore placed by a named line in a narcotics schedule, and any statement that it is reached only through an NpSG structure group is superseded by that reading. 2-FDCK is reached by the Neue-psychoaktive-Stoffe-Gesetz through a structure group, not by a named line in any narcotics schedule. The criminal provision does not follow the prohibition all the way. NpSG § 4 Abs. 1 reaches trading, placing on the market and administering to another, and manufacture or import for the purpose of placing on the market, so acquisition and possession are forbidden conduct that the offence provision does not name.
