Is DXM legal in Germany?

Legal status
Over-the-counter but pharmacy-only medicine (apothekenpflichtig) under the Arzneimittelgesetz — NOT prescription-only (nicht verschreibungspflichtig) and NOT a scheduled narcotic under the Betäubungsmittelgesetz. After a 2009-2010 rise in misuse reports, the BfArM recommended restrained pharmacy dispensing of dextromethorphan (DXM), especially to adolescents.
Consequences if caught
No BtMG narcotics offence; DXM is sold only through pharmacies, and supply outside the apothekenpflichtig channel is a medicines-law offence.
If prescribed or medical
Cough-suppressant status: OTC but pharmacy-only (apothekenpflichtig) — no prescription, but sold only in pharmacies with cautionary dispensing to minors.
Documentation
DXM cough medicine is bought in a German Apotheke without a prescription; it is not sold in drugstores or supermarkets.
