Is Zolpidem legal in Germany?

Confirmed against a primary sourceVerified July 14, 2026
Legal status
Zolpidem is a prescription-only medicine (verschreibungspflichtig) listed under the Arzneimittelverschreibungsverordnung (AMVV); Germany transposes the 1971 Convention Schedule IV status of zolpidem through ordinary medicines law and does NOT list it as a Betäubungsmittel in the BtMG annexes.
Consequences if caught
Because zolpidem sits outside the BtMG, unauthorised possession is handled under the Arzneimittelgesetz rather than narcotics-trafficking penalties, but supplying this prescription hypnotic without authorisation is a medicines-law offence.
If prescribed or medical
Zolpidem is prescribed short-term for insomnia on a normal prescription (not a narcotics Betäubungsmittelrezept); a large share are private out-of-pocket prescriptions.
Documentation
A traveller carrying prescribed zolpidem needs only a normal prescription; no BtMG import certificate is required since it is not a scheduled narcotic in Germany.
