Is Methaqualone (Quaaludes) legal in Germany?

- Methaqualone (Methaqualon) is listed in Anlage II of the Narcotics Act (BtMG) — a 'verkehrsfähig aber nicht verschreibungsfähig' narcotic (marketable but not prescribable), the named transposition of its 1971 Convention Schedule II status; its approval as the hypnotic Normi-Nox was withdrawn in 1993.
- Consequences if caught
- Handling or possession without authorisation carries up to 5 years (§29 BtMG); commercial trafficking is punished more severely.
- If prescribed or medical
- No recognised medical use / withdrawn — as an Anlage II substance it is not prescribable, so there is no lawful therapeutic supply.
- Documentation
- No medical or traveller route; methaqualone cannot be dispensed on any German prescription.
