- Personal possession = administrative offence (dissuasion commission); trafficking criminal under Decreto-Lei 15/93.
- If prescribed or medical
- Tabela II-A — no recognised medical use, no lawful prescription route.
- Documentation
- Decriminalisation covers use only; no lawful import route.
