Is MDA legal in Libya?

- Controlled. MDA is a 1971 Convention Schedule I substance. Libya's statute is Law No. (7) of 1990 on narcotics and psychotropic substances; the substance annexes are not reproduced in the available text, so MDA's schedule placement is left to confirmation.
- Consequences if caught
- Article 34 of Law No. (7) of 1990, as replaced by Article 2 of Law No. (23) of 2002, imposes death or life imprisonment plus a fine of 10,000-50,000 dinars on anyone who exports, imports, produces, extracts, separates, manufactures or promotes NARCOTIC OR PSYCHOTROPIC substances outside legally licensed circumstances with intent to traffic. The capital provision reaches psychotropic substances by class, not only narcotics - so it can reach MDA without naming it. Enforcement is fragmented across competing authorities.
- If prescribed or medical
- No lawful prescription route. MDA is a Schedule I substance under the 1971 Convention on Psychotropic Substances - the schedule reserved for substances with no recognised medical use - and no country anywhere furnished INCB an MDA assessment for 2026, while the closely related MDMA and MDPV each appear dozens of times in the same return. There is no licit MDA supply to prescribe from.

- No lawful personal import. Libya's 2026 narcotic estimates carry the INCB asterisk, meaning the Board established them because Libya furnished none - Libyan medicines data should not be treated as country-reported.
