Is Kratom legal in Portugal?

Legal status
Kratom (Mitragyna speciosa) is controlled in Portugal as a new psychoactive substance under Decreto-Lei 54/2013 (amended by Portaria 232/2022) — listed together with its constituents mitragynine and 7-hydroxymitragynine; production, import, sale and advertising are prohibited, while personal possession is decriminalised.
Consequences if caught
Production, import and sale are prohibited and penalised; personal possession is decriminalised (referred to a Dissuasion Commission) as under Portugal's wider drug regime.
If prescribed or medical
No lawful medical route — kratom is a listed NPS with no authorised medicinal product.
Documentation
No lawful commercial-import route; personal possession is decriminalised but supply and import remain prohibited.
