Is Mitragynine legal in Portugal?

Legal status
Mitragynine, the principal alkaloid of kratom, has no separate legal identity in Portugal: it is named together with the plant as 'Mitragyna speciosa (Kratom and its psychoactive constituents mitragynine and 7-hydroxymitragynine)' in the NPS list under DL 54/2013 (amended by Portaria 232/2022) — production/import/sale prohibited, personal possession decriminalised.
Consequences if caught
Personal use is decriminalised (referred to a Dissuasion Commission); production, import, sale or advertising of the NPS is prohibited and prosecuted.
If prescribed or medical
No lawful medical route — kratom and its alkaloids are listed NPS with no authorised Portuguese medicine.
Documentation
No lawful personal-import route for supply; personal possession is decriminalised rather than lawful.
