Legal status
Controlled narcotic under Law No. 9 of 1987 on Combating Narcotic Drugs and Dangerous Psychotropic Substances (amended by Law 16/2023), Table 1 (controlled narcotic and dangerous substances). Capital exposure attaches to aggravated/recidivist trafficking under Art. 34 (10–20 years for aggravated trafficking; death or life for recidivists and public officials), which reaches narcotic drugs and dangerous psychotropic substances alike; the morphine-specific capital application is left to confirmation.
Consequences if caught
Unauthorised possession/use: imprisonment (roughly 6 months–3 years) plus fine and deportation for non-nationals; trafficking import/export is 10–20 years, escalating to death or life for recidivist/aggravated offences under Art. 34.
If prescribed or medical
Prescribable but tightly controlled narcotic; import requires prior MOPH Pharmacy & Drug Control (PDC) approval with an attested medical report (issued within 6 months); narcotic (Table 1) supply is capped at 30 days.
