Is Morphine legal in Pakistan?

Confirmed against a primary sourceVerified July 13, 2026
Legal status
Morphine is a scheduled narcotic under the Control of Narcotic Substances Act 1997 (s.9); the 2022 amendment (in force 2023) removed the death penalty from s.9, so morphine is scheduled but not death-eligible — the maximum is now life imprisonment.
Consequences if caught
Section 9 penalties are graduated by quantity, topping out at life imprisonment for very large amounts; there is no longer a death tier at any quantity.
If prescribed or medical
Available on prescription as a controlled narcotic for severe and cancer pain.
Documentation
Carry a prescription and original packaging and declare controlled narcotics on entry.
