Legal status
Controlled. PLANT NOT named — control attaches to the ALKALOIDS: cathinone in Anlage I and cathine in Anlage III of the Betäubungsmittelgesetz (per the 1971 Convention). Fresh khat leaf is a grey-zone plant but is prosecuted because it contains Schedule-I cathinone. Mechanism: alkaloid/class; plant unnamed.
Consequences if caught
Leaf is handled as Schedule-I-bearing material: seizure and prosecution on import/possession under the BtMG despite the plant not being listed by name.
If prescribed or medical
Khat is traditional plant material with no recognised medical use and no lawful prescription route; only the isolated alkaloids sit in the BtMG schedules.
Documentation
No lawful personal-import route for the leaf; carried khat is confiscated at the border as a controlled-substance-bearing plant.
