Is HHC legal in Germany?
- Legal status
- HHC (hexahydrocannabinol) is controlled in Germany under the New Psychoactive Substances Act (NpSG) — added to the NpSG substance groups by amending ordinance adopted by the Bundesrat on 14 June 2024, in force from 27 June 2024, covering HHC and derivatives (HHC-acetate, HHC-P, HHC-H).
- Consequences if caught
- Manufacture, marketing, sale, purchase and possession are prohibited under the NpSG. This diverges from cannabis, which Germany removed from the BtMG and legalised for adult personal use via the Cannabis Act (CanG) on 1 April 2024 — HHC moved the opposite direction and was newly banned.
- If prescribed or medical
- No licensed HHC medicine exists; the NpSG regime provides no medical route for HHC.
- Documentation
- Because HHC is a semi-synthetic hydrogenated cannabinoid rather than a listed THC isomer, Germany used the NpSG generic new-psychoactive-substance-group route rather than the BtMG. CND placed HHC in Schedule II of the 1971 Convention (in force 6 December 2025).
