Is GBL legal in Germany?

Legal status

GBL is placed by the Neue-psychoaktive-Stoffe-Gesetz through a named line in Anlage 2, which is a different list from the Anlage 1 substance groups and it enters the Act by a different door. An Anlage 2 line is reached through § 2 Nr. 1 Buchst. b, which is the definition limb for listed individual substances, as against Buchst. a for the Anlage 1 groups. This is not a narcotics result: no BtMG line is placed against this substance, and the two statutes are not read together here.

Consequences if caught

Capital exposure: none. Germany has no death penalty. The listing and the penalty are separate questions on this row and the separation has to be kept, because an Anlage 2 substance does not enter the prohibition unconditionally.
