Legal status
Tramadol is an ordinary prescription (ethical) medicine under the Pharmaceuticals and Medical Devices Act and is generally NOT listed as a narcotic under the Narcotics and Psychotropics Control Act — its non-narcotic status is left to confirmation with MHLW.
Consequences if caught
Unauthorised supply is a medicines-law offence; it is not handled under the narcotics-control penalties.
If prescribed or medical
Prescribed as an ordinary prescription-only medicine.
Documentation
Up to roughly a one-month personal supply is generally allowed without a narcotic certificate; carry the prescription and check whether a Yakkan Shoumei is needed for larger amounts.
