Is Methadone legal in Japan?

Legal status
Methadone is a narcotic under the Narcotics and Psychotropics Control Act, but Japan has NO methadone-maintenance programme — methadone is essentially unavailable and is not used for OST (treatment is abstinence/detox-oriented).
Consequences if caught
Unlawful possession up to 7 years; import without a licence up to 10 years or more.
If prescribed or medical
No agonist-maintenance OST system exists — methadone is effectively not prescribed for maintenance in Japan.
Documentation
Carrying methadone into Japan is effectively barred: an advance narcotic import/export certificate from the Regional Narcotics Control Department would be required and is not routinely granted for maintenance.
