Is Buprenorphine legal in Japan?

Legal status
Buprenorphine is a controlled psychotropic under the Narcotics and Psychotropics Control Act — a lighter tier than narcotic methadone; it is available for analgesia and inpatient detoxification, but Japan has no agonist-maintenance OST programme, so it is not used for maintenance treatment.
Consequences if caught
Unlicensed import over the certificate-free limit is a drug-control offence (seizure and possible prosecution).
If prescribed or medical
Prescribed as an analgesic/detoxification medicine, not for maintenance opioid substitution (no methadone-maintenance-style programme exists).
Documentation
Buprenorphine needs a Yakkan Shoumei (yunyu kakunin-sho) import certificate plus the prescription before arrival.
