Is Pink Cocaine / Tusi legal in Portugal?

- Legal status
- Pink cocaine (tusi) is not scheduled as such; it is a variable mixture (typically ketamine + MDMA) prosecuted through its constituents, both MDMA and ketamine are controlled substances under Decreto-Lei n.º 15/93, and that law reaches any preparation containing a scheduled substance. Because the blend varies batch to batch, exposure follows the most-severely-controlled detected component; the substance remains illegal even where personal use is decriminalised.
- Consequences if caught
- Personal possession up to a 10-day supply is an administrative offence (Law 30/2000), the drug is still confiscated, not legal; trafficking is a crime under Art 21 of Decree-Law 15/93.
- If prescribed or medical
- No lawful supply of the mixture; ketamine is an authorised medicine under the narcotics/psychotropics regime, while MDMA has no marketed medical use.
- Documentation
- Sold as a party powder of unknown makeup; because composition varies batch to batch, buyers cannot know its constituents, so even decriminalised personal-use exposure and any trafficking exposure are unknowable at purchase.

- The tables of Decreto-Lei n.º 15/93 are what this cell reads against, and the sibling cells of this table establish their version from the Infarmed compilation, whose own footnotes carry amendments up to Lei n.º 77/2014, de 11 de novembro. As those tables stand after Lei n.º 77/2014, no later amending instrument was available to those cells, and the new psychoactive substances list is separately established there as at 8 September 2022, the date the republished annex to Portaria n.º 232/2022 took effect. That does not rule out a later amendment made or commenced since.
