Is Morphine legal in Iraq?

Confirmed against a primary sourceVerified August 25, 2026
Legal status
Controlled narcotic. Morphine is a Schedule I substance under the 1961 Single Convention and Iraq furnishes annual narcotic estimates to INCB under it. The domestic statute is the Narcotics and Psychotropic Substances Law No. 50 of 2017; no official Iraqi publication of its schedules or penalty articles was reachable during this pass.
Consequences if caught
NOT CONFIRMED from a primary source. The Article 27 capital description previously carried here was sourced to an NGO death-penalty overview, not to the statute. Law No. 50 of 2017 is not carried on UNODC SHERLOC and the Iraqi Ministry of Health portal serves only an authentication gateway, so no article text is quoted.
If prescribed or medical
Available on prescription as a controlled narcotic. Iraq's INCB estimated requirement of morphine for 2026 is 16,000 g, furnished by Iraq itself within an 8-substance narcotic return that also covers fentanyl, pethidine, remifentanil, sufentanil, alfentanil, codeine and diphenoxylate. Licit morphine supply for severe and cancer pain therefore exists.
Documentation
No reachable Iraqi regulator publishes an import rule for controlled medicines. Carry the prescription and full documentation and confirm with the embassy before travel.
