Is Methadone legal in Turkey?

Legal status

Methadone is a controlled substance in Turkey and the dossier carries it under the schedule name methadone, a VERIFIED placement in the classification decisions made under article 19 of Law No. 2313 on the Control of Narcotic Substances. Article 19 provides that poisons outside the 1933 statute's own article 1 list which scientific examination shows to be harmful and to produce toxicomania are brought under the Law by Presidential decision, announced by the health ministry, and methadone is a 1937 molecule that entered the schedule that way rather than through the interwar trade names article 1 recites. The Penal Code's article 188(4)(a) uplift names «sentetik opioid ve türevleri», synthetic opioids and their derivatives, a limb inserted by Law No. 7445 of 28 March 2023; whether it is applied to a maintenance opioid rather than to a fentanyl analogue is not settled by the words of the statute and the dossier made no finding on it.

Consequences if caught

Capital exposure: none. The cited instruments give no per-substance numeric quantity threshold; purpose and circumstances are assessed case by case, and the ceiling is 30 years under article 188(1) of Penal Code No. 5237. Article 188(3) is the paragraph that matters for a substitution medicine, because it sets not less than ten years for giving to another, dispatching, transporting, storing, purchasing, accepting and possessing as well as for selling, so passing on a take home dose is trafficking conduct on the face of the text and not a dispensing irregularity. The floor rises to fifteen years where the person given or sold the substance is a child. Article 188(8) increases the sentence by one half where the offence is committed by a physician, pharmacist, nurse or other named health professional, which is the diversion route a supervised programme is built to close. Article 191(1) sets two to five years for possession for use, with the five year deferral of 191(2), at least a year of denetimli serbestlik under 191(3) during which the person may be made subject to treatment, and a decision of no grounds for prosecution under 191(7) where the conditions were kept.

If prescribed or medical

Methadone is a prescription controlled medicine wherever it is supplied, and the Turkish route is a programme route rather than a traveller route. Article 7 of Law No. 2313 confines domestic sale of narcotic substances to licensed pharmacists and pharmaceutical traders and article 24 punishes supply without a physician's prescription under the relevant articles of the Penal Code, while article 188(6) of the Penal Code extends the trafficking paragraphs to prescription bound substances producing a narcotic or stimulant effect, allowing the sentence to be reduced by up to half. The dossier carried no prescription instrument for this row and made no finding on whether a methadone maintenance programme operates in Turkey, so that question is left open here rather than answered from the live cell, and a person on maintenance should settle continuity of supply with the TİTCK and the treating service before travelling.

Do not travel on a methadone dose without written arrangements made in advance. Carry the original dispensing packaging with the prescription and a letter from the prescribing service naming the patient, the active ingredient, the daily dose and the treatment period, and obtain the position on import and on in country supply from the TİTCK before departure, because a missed dose cannot be solved at a pharmacy counter on a foreign prescription. The schedule name was read in the dossier on 18 September 2026 and articles 19 and 24 of Law No. 2313 with articles 188 and 191 of the Penal Code were read from the consolidated texts on 20 September 2026.
