Is MDA legal in Turkey?

Legal status

MDA is a controlled substance in Turkey and the dossier carries it under the schedule name mda, a VERIFIED placement in the classification decisions made under article 19 of Law No. 2313 on the Control of Narcotic Substances. The placement matters on this row more than on most, because MDA is both a drug in its own right and the active metabolite of MDMA, and a schedule that reaches it by name does not depend on that relationship being argued. The sentencing side is separate: article 188(4)(a) of Penal Code No. 5237 raises the sentence where the material is «amfetamin ve türevleri», amphetamine and its derivatives, and MDA is 3,4-methylenedioxyamphetamine, so that limb is the natural reading. It is a reading rather than a naming, the dossier made no finding on it, and this cell does not treat it as settled.

Consequences if caught

Capital exposure: none. The cited instruments give no per-substance numeric quantity threshold; purpose and circumstances are assessed case by case, and the ceiling is 30 years under article 188(1) of Penal Code No. 5237, «yirmi yıldan otuz yıla kadar hapis ve ikibin günden yirmibin güne kadar adlî para cezası», for unlicensed manufacture, import or export. The domestic conduct floor in article 188(3) is not less than ten years, with a fine of one thousand to twenty thousand days, and it covers purchase, acceptance and possession as well as sale, which is why a quantity argued to be personal can still be charged under it. Article 188(5) increases the sentence by one half where three or more people act together and doubles it where the conduct falls within the activity of an organisation formed to commit crime. On the user side article 191(1) sets two to five years, and article 192(2) provides that a person who bought, accepted or possessed for use and who tells the authorities from whom, where and when the substance was obtained before they have learned of it is not sentenced.

If prescribed or medical

There is no prescription route for MDA in Turkey. It has no medicinal preparation, the dossier recorded no prescription instrument for this row, and no per-substance medical route is asserted here. The country level rules that remain in view are article 24 of Law No. 2313, which punishes a pharmacy that sells a narcotic substance without a physician's prescription under the relevant articles of the Penal Code, and article 188(6) of the Code, which extends the trafficking paragraphs to permission bound or prescription bound substances producing a narcotic or stimulant effect. Neither creates a route for a traveller carrying MDA.

Documentation

No document makes MDA lawful to carry. A traveller who believes a tablet contains something else has no procedural protection from that belief, because the charge follows the analysis: article 20 of Law No. 2313 requires a sample sufficient for analysis to be taken from a seized narcotic substance and sent to the relevant laboratory, and confiscation is ordered by the criminal judgeship of peace at any stage of the investigation once the definitive report is in. The schedule name was read in the dossier on 18 September 2026 and articles 188 and 191 were read from the consolidated Penal Code on 20 September 2026.
