Is Adderall legal in Turkey?

Legal status

Adderall is a brand and not a molecule, and the dossier confirmed no current Turkish entry under that name. It searched the Turkish terms «Adderall» and «karışık amfetamin tuzları» and the transliterations Adderall and karisik amfetamin tuzlari against the classification decisions made under article 19 of Law No. 2313 on the Control of Narcotic Substances, and rejected the near match «amfetamin», because the active ingredient does not create a brand-name schedule entry. That reasoning is right about schedules and it should not be carried further than it goes. Schedule membership and the sentencing provisions of the Penal Code are different questions, and on the second one the Code does name the active ingredient: article 188(4)(a), as amended by Law No. 7445 of 28 March 2023, raises the sentence where the material is «amfetamin ve türevleri», amphetamine and its derivatives. A product of mixed amphetamine salts is amphetamine for that purpose even though no decision lists the brand. The amphetamine row in this corpus is separately verified as scheduled.

Consequences if caught

Capital exposure: none. No article in this chain carries a capital or whole life route, and no per-substance threshold was verified for this row. The practical position follows the contents rather than the box: material found on analysis to be amphetamine is charged as amphetamine, which is verifiably scheduled, so article 188(1) of Penal Code No. 5237 would set twenty to thirty years for importing it, article 188(3) not less than ten years for possessing, purchasing, accepting, transporting or supplying it, and the article 188(4)(a) uplift would add one half on the identity of the substance. Article 191(1) sets two to five years for possession for use with the five year deferral of 191(2). The absence of a brand entry therefore offers a traveller nothing at all, and it would be a serious error to read this row as clearance for a bottle of Adderall.

If prescribed or medical

Adderall is a prescription stimulant and the traveller question is a licensing question. The dossier carried no prescription instrument for this row and identified no Turkish marketing authorisation for mixed amphetamine salts, so no per-substance medical route is asserted here and the availability of any equivalent product is for the TİTCK to state. Article 188(6) of the Penal Code applies the trafficking paragraphs to substances whose sale depends on a prescription written by an authorised physician and which produce a narcotic or stimulant effect, while allowing the sentence to be reduced by up to half, which is the provision that recognises a prescribed medicine is not a trafficking case in the ordinary sense. A foreign prescription is not a Turkish authorisation.

This is a pre-clearance problem and not a packaging problem. Obtain the position from the TİTCK well before travelling, carry the original dispensing packaging with the prescription and a prescriber's letter naming the patient, the diagnosis, the active ingredient, the dose and the treatment period, and bring only the quantity that treatment period requires. Do not decant capsules, and do not assume that a medicine prescribed routinely at home is unremarkable here, because the active ingredient is one of the eight named in the Code's own uplift list.
