- No Yakkan Shoumei import certificate is needed for a non-injection personal supply at or below the tabled ceiling (lorazepam is on the same NCD certificate-free table as the other benzodiazepines; the exact figure is set by that table); above it, or for injectable forms, obtain the certificate before arrival.
