Is 1P-LSD legal in Japan?

- 1P-LSD is a 指定薬物, a designated substance, under the pharmaceuticals Act in Japan. The entry is 「N・N―ジエチル―七―メチル―四―プロピオニル―四・六・六a・七・八・九―ヘキサヒドロインドロ[四・三―fg]キノリン―九―カルボキサミド及びその塩類」 at 省令第一条第百三十六号, which is N,N-diethyl-7-methyl-4-propionyl-4,6,6a,7,8,9-hexahydroindolo[4,3-fg]quinoline-9-carboxamide and its salts. 1P-LSD is designated by its systematic name with no reference to LSD at all, and it is a designated substance while LSD itself is a narcotic. The ordinance carries about a dozen further ergolines around this entry, including the acetyl, pentanoyl, cyclopropanoyl and thiophene carbonyl analogues, each listed individually.
- Consequences if caught
- Capital and life exposure. The ceiling is five years for dealing as a business and three years for everything else, possession and use included, and no drug offence in Japan can bring the death penalty. Japan retains capital punishment and carries it out, but 死刑 appears in none of the six drug statutes, measured by searching every one of them for the word. It is available for homicide and for a small number of other offences and for no drug offence at all. 拘禁刑 replaced 懲役 and 禁錮 on 1 June 2025 under 令和四年法律第六十八号, so current texts read 拘禁刑 where older translations say imprisonment with labour. 有期拘禁刑 is a fixed term, capped at twenty years and at thirty where the term is aggravated; 無期拘禁刑 is indefinite. Across all six regimes 無期 appears exactly twice, at 麻薬及び向精神薬取締法第六十四条第二項 and at 覚醒剤取締法第四十一条第二項, and both are for profit motivated import, export or manufacture. Neither is available here. The designated substances regime does not sit in the Narcotics and Psychotropics Control Act at all; it sits in the pharmaceuticals Act, 昭和三十五年法律第百四十五号, and the prohibition is 第七十六条の四: 「指定薬物は、疾病の診断、治療又は予防の用途及び人の身体に対する危害の発生を伴うおそれがない用途として厚生労働省令で定めるもの(以下この条及び次条において「医療等の用途」という。)以外の用途に供するために製造し、輸入し、販売し、授与し、所持し、購入し、若しくは譲り受け、又は医療等の用途以外の用途に使用してはならない。」 That reaches manufacture, import, sale, gift, possession, purchase, receipt and use, all of them, for any purpose outside the 医療等の用途 the ordinance defines. Doing it as a business is 第八十三条の九: 「第七十六条の四の規定に違反して、業として、指定薬物を製造し、輸入し、販売し、若しくは授与したとき又は指定薬物を所持したとき(販売又は授与の目的で貯蔵し、又は陳列したときに限る。)は、当該違反行為をした者は、五年以下の拘禁刑若しくは五百万円以下の罰金に処し、又はこれを併科する。」, up to five years or a fine of up to five million yen or both. Everything else, simple possession, purchase and use included, is 第八十四条第二十八号, 「第七十六条の四の規定に違反したとき(前条に該当するときを除く。)。」, under 第八十四条: 「次の各号のいずれかに該当する場合には、その違反行為をした者は、三年以下の拘禁刑若しくは三百万円以下の罰金に処し、又はこれを併科する。」, up to three years or a fine of up to three million yen or both. So the exposure for personal possession of 1P-LSD is under half what an ordinary narcotic carries.
- If prescribed or medical
- There is almost no route, and that is the point of the regime. 薬機法第七十六条の四 prohibits a 指定薬物 for any purpose outside the 医療等の用途, and 平成十九年厚生労働省令第十四号第二条 defines those exhaustively: academic research or testing by a national body, a prefecture, a university, the 国立健康危機管理研究機構 and the other bodies it names, the statutory tests and inspections under 法第六十九条第四項 and 第六項 and 法第七十六条の六第一項 and 法第七十六条の八第一項, criminal forensics, and then a short table of substance specific uses. A prescription is not among them, because a designated substance is by definition something with no approved medical use in Japan. There is no traveller permit of the kind 麻薬 and 覚醒剤原料 have, and the personal carriage exemption at 第五十条の八第二号 is a psychotropics provision and does not reach 1P-LSD.
- Documentation
- There is no document that helps, and that is the design of the regime rather than an oversight. A designated substance is by definition something with no approved medical use in Japan, so no prescription can exist for it and no traveller permit is issued. The instrument behind that is 医薬品、医療機器等の品質、有効性及び安全性の確保等に関する法律第二条第十五項に規定する指定薬物を定める省令, 平成十九年厚生労働省令第十四号, last amended by 令和八年厚生労働省令第百三十五号, promulgated 2026-08-27 and in force 2026-09-06. The entry is at 省令第一条第百三十六号. The empowering words are in the article's own opening: 「第二条第十五項の規定に基づき、次に掲げる物を指定薬物に指定する。」 省令第一条第三百六十六号 extends the list to anything containing any designated substance, and its proviso removes every plant except サルビア ディビノラム and ミトラガイナ スペシオーサ, each only 直ちに人の身体に使用可能な形状のもの. So a preparation is caught, and a plant that is not one of those two is not. Read as at 2026-09-17.
