Is LSA (Morning Glory) legal in Japan?

Legal status
LSA is not a controlled substance in Japan. Ergine is in none of the six lists and neither are the seeds that carry it. Lysergic acid, which ergine is the amide of, is a 麻薬向精神薬原料 at 別表第四第八号, and lysergide is a narcotic at 第百七十一号 of the Cabinet Order, but the simple amide is in neither place. Japan runs six control regimes and this substance is in none of them: 麻薬 and 麻薬原料植物 and 向精神薬 and 麻薬向精神薬原料 under the Narcotics and Psychotropics Control Act 昭和二十八年法律第十四号 with its designating Cabinet Order 平成二年政令第二百三十八号, 覚醒剤 and 覚醒剤原料 under the Stimulants Control Act 昭和二十六年法律第二百五十二号, あへん under the Opium Act 昭和二十九年法律第七十一号, cultivation under 大麻草の栽培の規制に関する法律 昭和二十三年法律第百二十四号, and 指定薬物 under 平成十九年厚生労働省令第十四号. All six lists were read for this substance on 2026-09-17 and it appears in none.
Consequences if caught
Capital and life exposure. There is none, because no Japanese drug statute reaches this at all. Japan retains capital punishment and carries it out, but 死刑 appears in none of the six drug statutes, measured by searching every one of them for the word. It is available for homicide and for a small number of other offences and for no drug offence at all. 拘禁刑 replaced 懲役 and 禁錮 on 1 June 2025 under 令和四年法律第六十八号, so current texts read 拘禁刑 where older translations say imprisonment with labour. 有期拘禁刑 is a fixed term, capped at twenty years and at thirty where the term is aggravated; 無期拘禁刑 is indefinite. Across all six regimes 無期 appears exactly twice, at 麻薬及び向精神薬取締法第六十四条第二項 and at 覚醒剤取締法第四十一条第二項, and both are for profit motivated import, export or manufacture. Neither can reach LSA, and nor can anything lighter, because no drug control statute applies to it at all. Do not read that as permission to import it. Anything sold as LSA that in fact contains a listed substance is prosecuted as that substance, and 別表第一第七十八号 reaches 「前各号に掲げる物又は大麻のいずれかを含有する物であつて、あへん以外のもの。」, any thing containing one of the narcotics in that table other than opium, while 省令第一条第三百六十六号 reaches anything containing a designated substance. A mislabelled or adulterated product is the ordinary way a person is charged over a substance that is not itself controlled.
If prescribed or medical
LSA is not controlled by any Japanese drug statute, so no narcotics permit, no psychotropics exemption and no designated substances question arises. What governs bringing it into the country is the general personal import rule for a medicine under the pharmaceuticals Act, 昭和三十五年法律第百四十五号, which allows a traveller a personal supply and treats a larger quantity, or a commercial one, as an import requiring approval. Where the substance is an approved Japanese medicine, carry the prescription and the dispensing label. Where it is not approved in Japan, the personal import route is the only one, and a customs officer may ask for a doctor's letter explaining the quantity. None of that is a drug control question and none of it carries a drug control penalty.

Carry LSA in its original packaging with whatever prescription or purchase record you have, and expect the question at the border to be a medicines question rather than a drugs one. The six lists were read in full for this substance on 2026-09-17: 別表第一, 別表第二, 別表第三 and 別表第四 to the Narcotics and Psychotropics Control Act as amended by 令和七年法律第三十七号, promulgated 2025-05-21 and in force 2025-11-20; all six designating articles of 平成二年政令第二百三十八号 as amended by 令和八年政令第二百五十八号, promulgated 2026-08-07 and in force 2026-09-06; the 366 items of 平成十九年厚生労働省令第十四号 as amended by 令和八年厚生労働省令第百三十五号, promulgated 2026-08-27 and in force 2026-09-06; the 覚醒剤 definition at 覚醒剤取締法第二条第一項 and the 別表 of that Act as amended by 令和四年法律第六十八号, promulgated 2022-06-17 and in force 2025-06-01, together with 平成八年政令第二十三号 as amended by 令和六年政令第二百五十八号, promulgated 2024-07-31 and in force 2024-08-30; and the definitions in あへん法第三条. It is in none of them, so no permit, no registration and no ministerial permission exists to be carried, and the only paperwork that helps is the ordinary evidence that the medicine is yours.
