Is CBD legal in Indonesia?

Confirmed against a primary sourceVerified July 14, 2026
Legal status
CBD (cannabidiol) is a Narcotics Group I (Golongan I) substance — the strictest class — under Law No. 35 of 2009: cannabis and all its derivatives and resins are Group I with no CBD exemption and no THC threshold.
Consequences if caught
Personal-use possession carries up to 4 years and/or mandatory rehabilitation (Art. 127), while larger quantities (cannabis over 1 kg or more than 5 plants) reach 5-20 years, life or death (Arts 111/113); enforcement is zero-tolerance at airports.
If prescribed or medical
As a Group I substance, CBD is barred even from therapeutic use (Art. 8(1)) — only government-approved scientific use — with no Epidyolex/prescription scheme.
Documentation
No documentation legalises CBD — it is a Group I narcotic barred from medical use, and a foreign prescription does not permit entry.
