Buprenorphine is a controlled dangerous drug under RA 9165 — internationally a 1971 Schedule III opioid, a lighter tier than methadone; the death penalty was abolished for all crimes by RA 9346 (2006), so the maximum is life, never death.

RA 9165 imposes graduated imprisonment by quantity (up to life for trafficking); there is no capital exposure.
