Is Pregabalin legal in Uzbekistan?

Legal status
Controlled in Uzbekistan as a potent substance of the special category, not as a narcotic. Row 55 of the list of potent substances in annex 1 to Cabinet of Ministers Resolution No. 818 of 27 September 2019, in the wording given by Resolution No. 632 of 4 October 2024 and in force from 6 January 2025, reads «Прегабалин *», and the footnote to the asterisk reads «Ушбу моддалар алоҳида тоифадаги кучли таъсир қилувчи моддалар ҳисобланиб, улар фақат гиёҳвандлик воситалари ва/ёки психотроп моддаларни сақлаш ва сотиш фаолияти учун лицензияга эга бўлган дорихоналар ва ижтимоий дорихоналар орқали улгуржи ва чакана реализация қилинади (сотилади)» (these are potent substances of the special category, sold wholesale and retail only through pharmacies licensed to keep and sell narcotic drugs or psychotropic substances) [Certain]. It is not in Lists I to IV of Resolution 330 [Certain].
Consequences if caught
Capital exposure: none. Article 25 of the Constitution of the Republic of Uzbekistan of 30 April 2023 provides «Ўзбекистон Республикасида ўлим жазоси тақиқланади», in the Russian text «В Республике Узбекистан смертная казнь запрещается» (the death penalty is prohibited in the Republic of Uzbekistan), read in both texts on lex.uz on 3 October 2026 [Certain]. Pregabalin falls under the potent substance articles that Law ZRU-1151 added in June 2026, not under article 273 or 276, which reach narcotic drugs, psychotropic substances and their analogues [Certain]. Administrative Code article 56-3 punishes making, acquiring, keeping, carrying or sending a special category potent substance that is not a narcotic drug, psychotropic substance or analogue, without intent to sell, with confiscation and a fine of one to two times the base calculation amount or administrative arrest of up to fifteen days, and releases a person who comes forward and hands it over [Certain]. Criminal Code article 276-8 punishes the same conduct «ўша ҳаракатлар учун маъмурий жазо қўлланилганидан кейин» (after an administrative penalty for the same acts) with a fine of up to fifty times the base calculation amount, up to three hundred and sixty hours of community work, up to three years of correctional labour, one to three years of restricted liberty or up to three years of deprivation of liberty, and part two sets three to five years where the acts are done «кўп миқдорда» or by a repeat offender [Certain]. Whether part two also needs the prior administrative penalty that part one requires is a question of reading that the text does not settle, and this cell does not decide it. Article 276-6 punishes keeping, carrying or selling a potent substance with intent to sell by two to three years of correctional labour or three to five years of restricted liberty or deprivation of liberty, five to ten years with aggravations, and ten to fifteen years for an especially dangerous recidivist, an organised group or a large amount [Certain]. Administrative Code article 187-1 punishes using a potent substance in a public place, except on prescription for medical purposes, with a fine of twenty to forty times the base calculation amount or arrest of up to fifteen days [Certain]. Row 55 prints «10» in the column headed «Жиноий ҳаракатни таснифлашда кўп миқдор кўрсаткичлари (граммдан юқори)» (indicators of a large amount for classifying a criminal act, above the gram figure) [Certain]. That figure is the line for a large amount, not an allowance. The note to the list adds that for dosage forms, mixtures and solutions the large amount is set «умумий миқдордан келиб чиққан ҳолда» (from the total amount) without calculating the active substance, so on this reading the weight of the capsules or tablets counts, not only their pregabalin content [Likely]. Resolution 359, in force from 12 January 2027, changes only agency names in Resolution 818 and leaves row 55 as it stands [Certain].
If prescribed or medical
Pregabalin may be dispensed only through pharmacies licensed for narcotic or psychotropic drugs, under the footnote to row 55 [Certain]. Criminal Code article 276-12 also punishes breaches of the order of prescription retail sale of medicines containing potent substances, which binds the seller rather than the patient [Certain].
Documentation
No traveller allowance for potent substances was found. The transit patient rules in annex 3 to Resolution No. 472 of 2003 and, from 12 January 2027, annex 5 to Resolution 359 name only List II and List III substances, and pregabalin is in neither [Certain]. Carrying it without a basis is the conduct article 56-3 punishes, so carry the original packaging, the prescription and a doctor's letter, and confirm with the embassy before travel [Likely].
