Is Gabapentin legal in Uzbekistan?
- Legal status
- Controlled in Uzbekistan as a potent substance of the special category, not as a narcotic. Row 79 of the list of potent substances in annex 1 to Cabinet of Ministers Resolution No. 818 of 27 September 2019, in the wording of Resolution No. 632 of 4 October 2024, in force from 6 January 2025, reads «Габапентин * (1-(Аминометил) циклогексансирка кислотаси)», and the asterisk marks it as «алоҳида тоифадаги кучли таъсир қилувчи моддалар» (potent substances of the special category) sold only through pharmacies licensed for narcotic or psychotropic drugs [Certain]. It is not in Lists I to IV of Resolution 330 [Certain].
- Consequences if caught
- Capital exposure: none. Article 25 of the Constitution of the Republic of Uzbekistan of 30 April 2023 provides «Ўзбекистон Республикасида ўлим жазоси тақиқланади», in the Russian text «В Республике Узбекистан смертная казнь запрещается» (the death penalty is prohibited in the Republic of Uzbekistan), read in both texts on lex.uz on 3 October 2026 [Certain]. Gabapentin falls under the potent substance provisions, not under the narcotic articles 273 and 276 [Certain]. Holding it without intent to sell is an administrative offence under Administrative Code article 56-3, confiscation and a fine of one to two times the base calculation amount or arrest of up to fifteen days, and becomes a crime under Criminal Code article 276-8 once an administrative penalty has already been imposed for the same acts, with up to three years, rising to three to five years under part two for a large amount or a repeat offender [Certain]. Selling or holding to sell falls under article 276-6, two to three years of correctional labour or three to five years of restricted liberty or deprivation of liberty at its base and up to fifteen years with a large amount or an organised group [Certain]. Row 79 prints «10» in the column of large amount indicators «(граммдан юқори)», and by the list's note the whole weight of a dosage form counts toward it [Likely]. Article 187-1 of the Administrative Code punishes public use outside a prescription [Certain]. The 2027 Resolution 359 does not alter row 79 [Certain].

- Dispensing is reserved to pharmacies licensed for narcotic or psychotropic drugs under the footnote to the list [Certain]. The prescription form required was not read in this run.

- No traveller allowance for potent substances appears in the transit rules read, annex 3 to Resolution No. 472 of 2003 and annex 5 to Resolution 359, both of which name only List II and List III [Certain]. Carry the original pack, the prescription and a doctor's letter, and confirm with the embassy [Likely].
