Pregabalin is an ordinary prescription (ethical) medicine under the Pharmaceuticals and Medical Devices Act and is NOT listed as a narcotic or psychotropic under the Narcotics and Psychotropics Control Act — like gabapentin, it is dispensed as an ordinary prescription medicine.
Consequences if caught
Unauthorised supply is a medicines-law offence; it is not handled under the narcotics-control penalties.

Prescribed as an ordinary prescription-only medicine.
Documentation
Up to roughly a one-month personal supply is generally allowed; carry the prescription and check whether a Yakkan Shoumei is needed for larger amounts.
