Is Pink Cocaine / Tusi legal in Norway?

Legal status
Controlled in Norway. Pink cocaine, the powder sold as tusi, is not a separate row on the narkotikaliste, and it does not need to be. It is a mixture and is almost never cocaine. Analyses consistently find ketamine and MDMA, frequently with a colourant, and both of those are on the narkotikaliste: "Ketamin" and "MDMA (ecstacy)", the latter with a reference to section 5. A mixture containing a listed substance is itself narkotika under section 3 letter c. Section 3 defines narkotika as the substances, groups, drugs, plants and fungi on the narkotikaliste, as salts, stereoisomers, esters and ethers of them where these have or are assumed to have psychoactive effect, and as mixtures containing either. Section 3 third paragraph defines a mixture as solutions, dilutions, extracts, concentrates, tinctures and products of any kind including pharmaceutical preparations, and processed forms, provided the processing does not chemically change the substance.
Consequences if caught
Possession and use are forbidden by legemiddelloven section 24 first paragraph and punished under section 31 by a fine or imprisonment for up to six months, or both. Unlawful manufacture, import, export, acquisition, storage, sending or transfer is a narcotics offence under straffeloven section 231, punished by a fine or imprisonment for up to two years, and negligent commission by up to one year. An aggravated narcotics offence under section 232 carries up to ten years, a very substantial quantity carries from three to fifteen years, and under particularly aggravating circumstances up to twenty one years. Which penalty applies turns on what the powder actually contains, and the seller's label is not evidence of that. If it contains MDMA the section 5 prohibition tier is engaged. The narkotikaliste read here is the Lovdata consolidation as at 16 September 2026. Its own amendment note ends with forskrift 26 August 2026 no. 1682, in force 1 September 2026, and no instrument after that was read, so this cell does not rule out a later change to the list.
