Is Nicotine legal in Turkey?

Legal status
Nicotine is legal in Turkey in regulated combustible tobacco and in nicotine-replacement therapy, but the nicotine DELIVERY product is effectively banned for commerce. A Presidential Decision published in the Official Gazette on 24 February 2020 prohibits the importation of e-cigarettes, heated-tobacco devices, e-hookahs and their parts and solutions; with no domestic production licences granted, sale is effectively barred. A narrow personal-use import exemption (one device, up to 30 ml of solution or 10 disposables) exists.
Consequences if caught
Commercial import, distribution, sale and advertising of e-cigarettes are prohibited; supply of the products is an offence though private use itself is not criminalised. Travelers may carry only the limited personal quantities permitted under Circular No. 2020/7.
If prescribed or medical
Nicotine-replacement therapy is a lawful medicine; e-cigarettes have no approved medical or prescription channel.
