Is Morphine legal in Taiwan?

- Morphine is a Category 1 (Schedule 1) narcotic under the Narcotics Hazard Prevention Act and is death-eligible: manufacturing, transporting or selling a Category 1 narcotic such as morphine carries death or life under Article 4(1) at any quantity (a 2023 Constitutional Court ruling requires reform of the mandatory scheme).
- Consequences if caught
- Unauthorised possession draws imprisonment; manufacturing, transporting or selling morphine is death-eligible under Article 4(1) with no weight threshold.
- If prescribed or medical
- Available on prescription as a Category 1 controlled narcotic for severe and cancer pain (an import/export licence is required).
- Documentation
- Carry a prescription and original packaging; a licence is needed to import or export controlled narcotics.
