Buprenorphine is a lower-schedule controlled drug under the Narcotics Hazard Prevention Act — a lighter tier than Category 2 methadone; capital eligibility reaches only Category 1 narcotics, so buprenorphine sits below the capital tier, confirmed.
Consequences if caught
Lower-schedule possession draws administrative penalties/education; possession-with-intent or sale draws imprisonment. The death penalty (Art. 4(1)) reaches only Category 1 narcotics — buprenorphine is not death-eligible, confirmed.
