Is HHC legal in Netherlands?

- HHC (hexahydrocannabinol) is not scheduled under the Dutch Opium Act — it remains legally available in the Netherlands, which has taken a wait-and-monitor stance rather than naming it (position maintained through 2025).
- Consequences if caught
- No criminal offence attaches to HHC as such; sale and possession are not prohibited under the Opium Act. This diverges sharply from the EU named wave (France, Germany, Italy, Sweden and others) and from cannabis, which sits on Opium Act List II (illegal but tolerated).
- If prescribed or medical
- Not applicable — HHC is neither scheduled nor available as a medical product.
- Documentation
- HHC is the archetypal legal-loophole cannabinoid: its semi-synthetic hydrogenated structure is not a listed THC isomer, so it slipped the Opium Act, and the Netherlands has not added it by name. The CND placed HHC in Schedule II of the 1971 Convention (in force 6 December 2025), creating an international-control obligation that Dutch law had not implemented as an Opium Act listing.
