Is Etizolam legal in Qatar?

Legal status
Etizolam is not named anywhere in the tables attached to Law No. 9 of 1987, so the narcotics and dangerous psychotropics regime does not reach it by name. Article 1 of Law No. 9 of 1987 provides «تعتبر مواد مخدرة أو مؤثرات عقلية خطرة في تطبيق أحكام هذا القانون المواد والمؤثرات العقلية المبينة في الجدولين رقمي (1) و(2) الملحقين به», which makes the narcotic drugs and dangerous psychotropic substances for this Law those set out in attached Tables 1 and 2. The amendment power is article 33, «يجوز بقرار من وزير الصحة العامة تعديل الجداول الملحقة بهذا القانون», letting the Minister of Public Health amend the attached tables by deletion, addition or change of the stated percentages. The tables are a closed and named list. Absence is reported as a finding here only because the complete Gazette annex was read through its final page, which closes Table 4 and then Table 5, and because the 2015, 2024, 2025 and 2026 ministerial amendments were read on top of it. The exact term Etizolam, its ordinary spelling variants and any obvious chemical-name equivalent were searched in Arabic and English and do not appear in the fully read closed schedules.
Consequences if caught
No Law 9 offence follows from the name by itself, and that is a finding rather than a gap. Neither article 34 nor article 35 reaches the substance as such, so no capital or life quantity threshold arises for it. Where a product contains something the tables do name, the exposure follows that constituent instead, and there the ceiling is severe. Articles 34 and 35 reach the listed trafficking and commercial conduct at no stated quantity at all. Article 34 reads «يعاقب بالإعدام أو الحبس المؤبد», punished by death or life imprisonment, and the word or is what makes death discretionary at the base tier. The same article then provides «وتكون العقوبة الإعدام... في حالة العود», the punishment shall be death in the case of recidivism, and uses that same mandatory form for its public-official and under-eighteen aggravations. Article 35 sets ten to twenty years for commercial possession, acquisition, delivery and administration, with life mandatory on its own recidivism and aggravation limbs.
If prescribed or medical
No Law 9 narcotics authorisation is engaged, because the substance is outside those tables. Whether a Qatari medicines authorisation exists is a separate question governed by ordinary medicines rules and by Law No. 19 of 1993 where that Law's own schedules reach a product. A pharmacy label from another country is not a Qatari authorisation.
Documentation
Carry the prescription and the dispensing label even so, and declare the medicine. Being outside the tables answers the narcotics question and not the customs one, and Qatar treats unlabelled quantities of any psychoactive material seriously. The complete Gazette annex was read through its final page on 18 September 2026, together with the amendments made by Ministerial Decisions 22/2015, 6/2024, 2/2025 and 8/2026.
