Is Crack Cocaine legal in Japan?

Confirmed against a primary sourceVerified July 14, 2026
Legal status
Crack is the freebase (base) form of cocaine and has no separate legal identity in Japan: it is controlled AS cocaine, a narcotic under the Narcotics and Psychotropics Control Act, whose scheduling covers cocaine, its salts and preparations and so reaches the base/freebase form. Crack is prohibited identically to cocaine.
Consequences if caught
Possession, use, import and trafficking of crack (as cocaine) are criminal; import and trafficking carry long imprisonment, and unauthorised possession/use imprisonment with labour.
If prescribed or medical
Cocaine has only narrow controlled medical use; the crack/freebase base has no medicinal preparation and cannot be prescribed or imported by travellers.
Documentation
No prescription documentation exists for crack/freebase cocaine.
