- Codeine is a Narkotika Golongan III substance under Law No. 35/2009 (the lowest narcotic tier); Golongan III trafficking is not death-eligible, so codeine sits below the capital tier (death attaches to Golongan I/II above threshold, e.g. morphine above 5 g).

- Unauthorised possession or supply draws imprisonment and fines under Law No. 35/2009; codeine is not death-eligible.

- Dispensed as a Golongan III controlled prescription medicine.
