Is CBD legal in Saudi Arabia?

Legal status
CBD (cannabidiol) is controlled as cannabis under the Anti-Narcotics Law (Royal Decree No. M/39 of 1426H/2005) — cannabis and its derivatives are narcotics with no hemp/CBD carve-out or THC threshold; zero-tolerance.
Consequences if caught
Any amount triggers arrest and prosecution with heavy fines and imprisonment, and foreign nationals have been prosecuted for small quantities of CBD bought legally at home; capital exposure (death for proven trafficking, Art. 37) attaches to trafficking quantities of the cannabis category, so CBD-specific capital exposure is left to confirmation.
If prescribed or medical
There is no functional legal medical-CBD route for the public.
Documentation
No documentation legalises CBD — controlled as cannabis; a foreign prescription does not permit entry.
