Is Buprenorphine legal in Saudi Arabia?

Confirmed against a primary sourceVerified July 13, 2026
Legal status
Buprenorphine is a controlled narcotic under the Narcotics & Psychotropic Substances Law (Royal Decree M/39, 2005) — a 1971 Schedule III opioid, a lighter tier than methadone; capital punishment attaches only to aggravated drug trafficking, not to prescribed or personal medical use.
Consequences if caught
Drug trafficking is a capital offence in Saudi Arabia and actively enforced, but that reaches aggravated trafficking of narcotic-table substances — prescribed/personal buprenorphine is non-capital (no per-drug gram floor is published).
If prescribed or medical
Dispensed as a controlled prescription medicine on SFDA authorisation.
Documentation
An SFDA Traveller's Permit for Controlled Drugs is mandatory (from 1 Nov 2025); carry a prescription and doctor's letter with roughly a 1-month maximum supply.
