Is Xylazine legal in Poland?

Confirmed against a primary sourceVerified September 16, 2026
Legal status
Not a controlled drug. Xylazine is in neither the 1961 Single Convention nor the 1971 Convention on Psychotropic Substances, and Poland controls drugs by incorporating those conventions rather than by a national list.
Consequences if caught
Poland has no national list of its own. Article 4 of the Act on counteracting drug addiction defines a narcotic drug as a substance covered by the 1961 Single Convention as amended by the 1972 Protocol, or named in the annex to Council Framework Decision 2004/757/JHA, or of natural or synthetic origin acting on the central nervous system and of similar chemical structure or action to those, posing the same risks on the recommendation of the risk assessment team. Both annexes to the act were repealed because they had become redundant. Both convention schedules were searched against this substance and it is in neither, so it is not narkotika or a narcotic drug for the purposes of the drug law. Poland has no equivalent second instrument reaching substances outside the conventions by a general test, so unless the substance falls within the similar structure or action limb of article 4 on the risk assessment team's recommendation, or has been added by a separate instrument not read here, no Polish drug offence arises from it. This is stated as at the INCB Yellow List 65th edition and Green List 36th edition of 2025, read on 16 September 2026. The convention schedules are amended by the Commission on Narcotic Drugs and an absence is only ever an absence as at the edition read.
If prescribed or medical
Not a controlled drug, so no controlled drug prescription rule applies. Carry any prescribed medicine in its original packaging with the prescription.
Documentation
No controlled drug documentation requirement arises under the drug law.
