Is Phenibut legal in Italy?

Legal status
Phenibut (4-amino-3-phenylbutanoic acid) was inserted into the Tabella dei medicinali, Sezione A of the DPR 309/1990 controlled-substance tables by decree of 11 August 2020 (Gazzetta Ufficiale Serie Generale n. 208, 21 August 2020; in force 5 September 2020); Italy controls phenibut as a Section-A medicine (mechanism: named in the medicines schedule).
Consequences if caught
Supply of phenibut outside the Section-A regime is a narcotics-law offence; pharmacy stock must be held in the locked stupefacenti cabinet and recorded in the carico-scarico register.
If prescribed or medical
Phenibut is dispensed only on a ricetta ministeriale a ricalco (special triplicate prescription); no industrial pharmaceutical form is marketed, so it is compounded magistrally to the prescribed dose.
Documentation
As a Section-A controlled medicine, over-the-counter or personal-import purchase of phenibut is not lawful and a special prescription is required; availability in individual pharmacies is left to confirmation.
