Is Morphine legal in Kuwait?

Legal status
Controlled narcotic. Morphine is a Schedule I substance under the 1961 Single Convention and Kuwait files annual narcotic estimates with INCB under it. Kuwait's governing statute is now Amiri Decree-Law No. 59 of 2025, whose Article 83 repealed Law No. 74 of 1983 - the law this cell previously cited as current.
Consequences if caught
Chapter Nine of Decree-Law 59/2025 provides death or life imprisonment plus fines of KD 100,000 to KD 2 million for trafficking, and death for organising an international trafficking operation. No published gram threshold ties morphine to that tier; capital exposure turns on the trafficking determination, not on a stated weight.
If prescribed or medical
Available on prescription as a controlled narcotic. Kuwait's INCB estimated requirement of morphine for 2026 is 2,500 g, inside a 16-substance narcotic return that Kuwait furnished itself. Supply is real but small - this is a country that plans for kilograms, not tonnes, of morphine.
Documentation
Ministry of Health prior authorisation is required to import controlled narcotics. Carry the prescription and original packaging.
