Adderall
- Legal status
- Controlled as a narcotic, through its two constituents. Arrêté du ministre de la santé publique n° 1850-96 of 3 September 1996, published at Bulletin officiel 4422 of 17 October 1996, pages 713 to 716, abrogated and replaced tableau B of arrêté n° 171-66 of 11 March 1966, the list of substances vénéneuses intended for human or veterinary medicine (section II). Adderall is a brand of mixed amfetamine salts and no brand name appears in any Moroccan instrument read. Its active constituents are amphetamine and dexamfetamine salts, both printed in Annexe II, and the one excepted preparation is an amphetamine and phenobarbital tablet, which Adderall is not. The row is resolved by its constituents and not by the brand. This is the list as published in 1996 and as read from the gazette page image on 3 October 2026. The 1971 Convention tableaux as published by dahir 1-80-140 at Bulletin officiel 3590 of 19 August 1981, page 404, carry « AMPHETAMINE » and « DEXAMPHETAMINE » in the 1971 Convention tableau II as printed in 1981, amphetamine as entry 1 with « (±)-amino-2 phényl-1 propane » and dexamphetamine as entry 2 with « (+)-amino-2 phényl-1 propane ». That is a treaty schedule published by a publication dahir and not a Moroccan criminal schedule; the domestic classification is the 1996 tableau B.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974, read from the page image of Bulletin officiel 3214, pages 928 and 929, on 3 October 2026, provides death or life imprisonment. The longest term it sets is ten years, the ceiling of article 2 and of article 3. Article 12 applies the penal code's rules on recidivism, which were not read for this cell. Conduct distinction. Article 2 punishes whoever imports, produces, manufactures, transports, exports or unlawfully holds « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams. Article 3 punishes facilitating another's use, whether for payment or free of charge, with two to ten years and a fine of 5.000 to 500.000 dirhams, and the same article reaches a doctor who issues a fictitious prescription, a person who obtains or tries to obtain these substances through fictitious prescriptions, and a person who dispenses them knowing the prescription to be fictitious. Its minimum rises to five years where the use was facilitated to one or more minors of twenty one or under. Article 1 punishes contravention of the dahir of 2 December 1922, or of the regulatory texts made for its application, concerning the substances classified as stupéfiants and inscribed in tableau B, with two to five years and a fine of 5.000 to 50.000 dirhams, where the act is not a graver offence under the following articles. Article 8 punishes unlawful use of one of those substances or plants with two months to one year and a fine of 500 to 5.000 dirhams, or one of those two penalties only, and prosecution is not brought where the person consents, after a medical examination on the requisition of the procureur du Roi, to a cure de désintoxication. Article 4 punishes provoking one of these offences, or provoking use, with one to five years and a fine of 500 to 50.000 dirhams. Article 5 punishes an attempt as the completed offence. Article 7 lets the court impose an interdiction de séjour for five to twenty years. Article 11 requires the court to confiscate the substances or plants seized and the money the offence produced. Article 13 lets the sentencing court ban a foreign national from the territory for five to ten years, without prejudice to administrative expulsion. Amphetamine and dexamfetamine are classified as stupéfiants by the 1996 tableau B, so these articles reach an Adderall tablet held without lawful title.
- If prescribed / medical
- Amphetamine and dexamfetamine are tableau B substances for medical use, and the 1922 dahir's tableau B chapter governs them. Article 31 requires them to be kept in a locked cabinet. Article 33 forbids a pharmacist to renew any prescription for a preparation taken by mouth that contains a tableau B substance at any dose, and article 34 forbids a doctor to write, and a pharmacist to fill, such a prescription for a period longer than seven days. Those articles were read in the ONSSA consolidated text cached on 22 September 2026, because the ONSSA host refused the connection on 3 October 2026. A prescribed stimulant of this kind is not a routine traveller medicine here. No rule on a traveller bringing a tableau B medicine into Morocco was read for this cell, so carrying Adderall without prior authorisation should be treated as holding a stupéfiant.
- Documentation
- The chain has three links and the enumerated list sits in the middle one. Dahir portant loi 1-73-282 of 28 rebia II 1394 (21 May 1974), published at Bulletin officiel 3214 of 5 June 1974, pages 928 and 929, enumerates no substance at all. Its article 1 punishes contravention of the dahir of 12 rebia II 1341 (2 December 1922) on the importation, trade, holding and use of substances vénéneuses, or of the regulatory texts made for its application, concerning « les substances classées comme stupéfiants et inscrites au tableau B », and its articles 2, 3, 4 and 8 attach to « les substances ou plantes classées comme stupéfiants ». Classification therefore happens under the 1922 dahir. Article 1 of that dahir, as modified by the dahir of 17 March 1953, divides substances into « Tableau A: produits toxiques », « Tableau B: produits stupéfiants » and « Tableau C: produits dangereux », and provides that substances intended for human or veterinary medicine are inscribed in section II of each tableau « par arrêté du directeur de la santé publique et de la famille ». The operative arrêté for tableau B is n° 1850-96 of 3 September 1996, Bulletin officiel 4422 of 17 October 1996, pages 713 to 716, whose article premier abrogates the tableau B « intitulé « Produits stupéfiants » annexé à l'arrêté susvisé n° 171-66 du 11 mars 1966 » and replaces it with the tableau annexed. Its Annexe I prints the opiates, coca, cocaine and cannabis in two groups, and its Annexe II prints the amphetamines, the hallucinogens and a set of other substances, amphetamine and dexamfetamine among them. Dahir 1-80-140 of 17 December 1980, at Bulletin officiel 3590 of 19 August 1981, page 404, is a publication dahir: it publishes the 1971 Vienna Convention on psychotropic substances as annexed, and it creates no offence and inscribes nothing in tableau B. Placement for adderall: « Amphétamine » and « Dexamfétamine » in tableau B, Annexe II, of arrêté 1850-96 as published in 1996; « AMPHETAMINE » and « DEXAMPHETAMINE » in the 1971 Convention tableau II as printed in 1981. Search record. The arrêté was found by searching for the composition of tableau B, which led to a retyped copy on pharmacie.ma and then to the gazette: the 1996 French edition issues on sgg.gov.ma from 5 September to 19 December 1996 were scanned, and issue 4422 lists the arrêté in its sommaire. Every entry quoted here was read from the rendered page image of that issue, not from the retyped copy, which misspells two entries. A later arrêté amending this tableau B was searched for in French and Arabic and none was found, but the gazette after December 1996 was not swept issue by issue, so an amendment cannot be ruled out. Adderall returns no match in any instrument read, as every brand name does, and the constituents were searched instead.

Alcohol
- Legal status
- Legal to drink, but sale is licensed and restricted, and a licensed seller may not sell or give alcohol to a Moroccan Muslim. Beverage alcohol is not in the section II lists of substances vénéneuses: it is in no entry of tableau B as replaced by arrêté 1850-96 in 1996, and the tableau C entries that contain the word alcohol, in the 1922 annex and in arrêté 171-66 of 1966, are compound names such as « Alcoolature d'aconit » and « Acide sulfurique alcoolisé (eau de Rabel) », an aconite tincture and an acid preparation. The trade is governed by arrêté du directeur général du cabinet royal n° 3-177-66 of 17 July 1967 réglementant le commerce des boissons alcooliques ou alcoolisées, published at Bulletin officiel 2856 of 26 July 1967 from page 829. Its article 28 provides « Il est interdit à tout exploitant d'un établissement soumis à licence de vendre ou d'offrir gratuitement des boissons alcooliques ou alcoolisées à des marocains musulmans ». Article 30 forbids a licensee to sell or offer them « à des mineurs de 16 ans », minors under 16, and article 29 forbids admitting minors under 16 to a drinks outlet unless accompanied by a parent or an adult in charge of them. Public drunkenness is a separate offence under décret royal n° 724-66 of 14 November 1967 portant loi, relatif à la répression de l'ivresse publique, Bulletin officiel 2873 of 22 November 1967, page 1346. This is the regime as published in 1967, read in the French edition page images on 3 October 2026, and in the Arabic text consolidated to 28 October 1970 that the Ministry of Justice publishes; later amendments were not swept. This is a reading of the section II lists, for human and veterinary medicine; the section I lists for commerce, industry and agriculture, which article 1 of the 1922 dahir has made by joint arrêté, were not read.
- Consequences if caught
- Capital exposure: none. No article of arrêté 3-177-66 or of décret royal 724-66, read from the page images of Bulletin officiel 2856 and 2873 on 3 October 2026, provides death or life imprisonment. The longest term either sets is one year: article 39 of the arrêté punishes running an establishment after a closure order with six months to one year and a fine of 600 to 2.000 dirhams. Conduct distinction. Drinking is not itself an offence under either text; what is punished is selling, serving and public drunkenness. Article 1 of décret royal 724-66 punishes anyone found in a state of manifest drunkenness in streets, roads, cafés, cabarets or other places public or open to the public with one to six months and a fine of 150 to 500 dirhams, or one of those penalties only, and those penalties may be doubled where the drunk person caused « du tapage troublant la tranquillité publique », a disturbance troubling the public peace. Article 2 makes imprisonment compulsory on a first recidivism and the maximum compulsory on a later one, and article 4 lets the police hold a drunk person at the nearest police or gendarmerie post until sober. Article 28 of the arrêté punishes a licensee who sells or gives alcohol to a Moroccan Muslim with one to six months and a fine of 300 to 1.500 dirhams, or one of those penalties only, which « peuvent être portées au double » on recidivism. Article 30 punishes selling or offering alcohol to a minor under 16 with one to two months and a fine of 24 to 360 dirhams, or one of those penalties only. Article 31 punishes anyone who makes a minor under 16 drink to the point of drunkenness with one to six months and a fine of 100 to 1.000 dirhams, which may be doubled on recidivism. Article 32 fines a seller who serves people who are manifestly drunk 150 to 500 dirhams. Article 1 requires a prior authorisation from the local administrative authority to sell alcohol by the bottle, on pain of one to six months and a fine of 500 to 2.500 dirhams. For comparison, the narcotics penalties that do not reach this row: Article 2 of dahir portant loi 1-73-282 punishes holding « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams, Article 8 punishes their unlawful use with two months to one year, Article 11 requires confiscation of what was seized and Article 13 lets the court ban a foreign national for five to ten years, and all four apply only to a substance classified as a stupéfiant, which beverage alcohol is not.
- If prescribed / medical
- Beverage alcohol is not a medicine question here and no prescription rule applies to it. The rules that govern it are the licensing and sale rules of arrêté 3-177-66 and the public drunkenness offence of décret royal 724-66.
- Documentation
- Two instruments govern this row, and neither is part of the poisons framework. Arrêté du directeur général du cabinet royal n° 3-177-66 of 17 July 1967, made under the décret royal n° 76-66 of 31 January 1966 delegating matters concerning alcohol, alcoholic drinks, wines and games of chance, was published in French at Bulletin officiel 2856 of 26 July 1967, from page 829, and articles 24 to 41 were read from the page image of page 831. The Ministry of Justice publishes on adala.justice.gov.ma an Arabic text consolidated to 28 October 1970, which records one amendment, arrêté 3-289-70 of 25 July 1970 at Bulletin officiel 3026, and article 1 and the full set of penalty articles were read in that text. Décret royal n° 724-66 of 14 November 1967 portant loi, relatif à la répression de l'ivresse publique, was read from the page image of Bulletin officiel 2873 of 22 November 1967, page 1346; its article 6 repeals the dahir of 20 September 1914 and the law of 30 July 1929 on public drunkenness. The poisons tableaux were also read for this row: beverage alcohol is in no entry of tableau B as replaced by arrêté n° 1850-96 of 3 September 1996, Bulletin officiel 4422, pages 713 to 716, and the tableau C entries of arrêté n° 171-66, Bulletin officiel 2817 of 26 October 1966, that contain the alcool stem are compound names and not ethanol. Placement for alcohol: in no section II tableau; governed by arrêté 3-177-66 and décret royal 724-66 as published in 1967. Search record. The arrêté was found through its number on adala.justice.gov.ma and in the sommaire of Bulletin officiel 2856, and the décret royal through the sommaire of issue 2873, both by scanning the 1967 French edition issues 2856 to 2876 on sgg.gov.ma. A Penal Code reform debated in Morocco would touch the public drunkenness offence; no enacted change was found and none was read. Beverage alcohol is also in no entry of the 1971 Convention tableaux as printed at Bulletin officiel 3590 of 19 August 1981, page 404, as the live cell recorded on 22 September 2026.

Amyl Nitrite
- Legal status
- Controlled as a produit dangereux and not as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Nitrite d'amyle », amyl nitrite, in tableau C, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Amyl nitrite is a named dangerous product, sitting between « Nitrate de plomb » and « Nitroprussiates » in the tableau C column. Tableau C is the lightest of the three regimes: article 40 requires labelling and article 41 restricts sale in preparations, and the narcotics articles of the 1974 dahir do not reach it at all, because they run to tableau B.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974 provides death or life imprisonment. The ceiling in that dahir is article 2, five to ten years. Conduct distinction, and it is the point of this row. The narcotics articles of the 1974 dahir, articles 2, 3 and 8, attach to « les substances ou plantes classées comme stupéfiants ». This substance is printed in tableau C and not in tableau B, so those articles do not reach it as a narcotic. What does reach it is article 1 of the 1974 dahir, which punishes contravention of the 1922 dahir or of the regulatory texts made for its application with two to five years and a fine of 5.000 to 50.000 dirhams, but article 1 is itself confined to substances inscribed in tableau B, so on the printed text it does not reach a tableau C substance either. The duties that do bite are the 1922 dahir's own: declaration, locked storage, labelling, the sales register and the age limit. Article 13 lets the sentencing court ban a foreign national from the territory for five to ten years, without prejudice to administrative expulsion.
- If prescribed / medical
- The country level rule is the 1922 dahir's: substances intended for human or veterinary medicine are inscribed in section II of tableaux A, B and C by arrêté of the health administration, and each tableau carries its own dispensing chapter, with tableau B the strictest. A prescribing rule is not a criminal schedule and neither settles the other. Amyl nitrite is a listed dangerous product with medical history as an antidote. It is not a narcotic here, so the narcotics prescribing chapter does not govern it.
Article 1 of that dahir, as modified by the dahir of 17 March 1953, divides substances into « Tableau A: produits toxiques », « Tableau B: produits stupéfiants » and « Tableau C: produits dangereux », and provides that they are inscribed in section I and section II of each tableau by arrêté. The operative arrete was not read for this cell. The table annexed to the 1922 dahir and printed in the ONSSA consolidated text read on 22 September 2026 is the original annex as annexed in 1922; it carries no sections, so it predates the structure article 1 now describes. Its tableaux I to IV are the treaty's own schedules as printed in 1981, thirty two entries in total, and they were read complete from the page image. Placement for amyl-nitrite: « Nitrite d'amyle » in tableau C of the dahir of 2 December 1922. Search record. Nitrite and amyle each return one word boundary match in the 1922 text, both in the same tableau C entry. The alkyl nitrite family generally returns nothing: isobutyl, isopropyl and butyl nitrite are not named. All searching was done with word boundaries enforced and with plural tolerance, after a search for tetrahydrocannabinol returned a false zero on the gazette's own plural. The dossier for this jurisdiction was treated as A term list and its printed Entry claims were not accepted. It presents English substance names inside a French quotation frame, attributes them to the 1981 Bulletin officiel, and names substances that postdate that printing by decades. Every entry quoted in this cell was read from the rendered page image of the gazette at 150 dpi, because the text layer of the 1974 and 1981 scans carries optical character recognition damage.

Caffeine
- Legal status
- Not a controlled substance as read: caffeine is in no section II tableau of substances vénéneuses. It is not in tableau B, « Produits stupéfiants », as abrogated and replaced by arrêté du ministre de la santé publique n° 1850-96 of 3 September 1996, Bulletin officiel 4422 of 17 October 1996, pages 713 to 716, read in full from the page image, so it is not a substance « classée comme stupéfiant ». It is not in tableau A, « Produits toxiques », or tableau C, « Produits dangereux », of arrêté n° 171-66 of 11 March 1966, Bulletin officiel 2817 of 26 October 1966, pages 1178 to 1189. The only caffeine entry there is « Acétylamino-2 indolyl-3 propanoate de caféine » in tableau C, a distinct compound salt and not caffeine itself, and the tableaux carry no theophylline or theobromine entry of their own, only named theophylline derivatives. It is in none of the three tableaux annexed to the dahir of 2 December 1922, as the ONSSA consolidated text gives them, and in no entry of the 1971 Convention tableaux as printed at Bulletin officiel 3590 of 19 August 1981, page 404. This holds for tableau B as published in 1996 and tableaux A and C as published in 1966, read on 3 October 2026; later arrêtés amending tableaux A and C were not swept. This is a reading of the section II lists, for human and veterinary medicine; the section I lists for commerce, industry and agriculture, which article 1 of the 1922 dahir has made by joint arrêté, were not read.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974, read from the page image of Bulletin officiel 3214, pages 928 and 929, on 3 October 2026, provides death or life imprisonment. Conduct distinction. Its articles 2, 3, 4 and 8 attach to « les substances ou plantes classées comme stupéfiants » and its article 1 to substances inscribed in tableau B, and caffeine is in neither, so no narcotics article reaches it and articles 11 and 13 have no offence to attach to. Article 44 of the dahir of 2 December 1922, read from the page image of Bulletin officiel 534, page 63, punishes contraventions « relatives à la vente, l'achat et l'emploi des substances vénéneuses », and caffeine is not one. Buying, holding and drinking caffeine carry no penalty under any instrument read. For comparison, the narcotics penalties that do not reach this row: Article 2 of dahir portant loi 1-73-282 punishes holding « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams, Article 8 punishes their unlawful use with two months to one year, Article 11 requires confiscation of what was seized and Article 13 lets the court ban a foreign national for five to ten years, and all four apply only to a substance classified as a stupéfiant, which caffeine is not.
- If prescribed / medical
- Caffeine is not a section II substance in any tableau read, so the 1922 dahir sets no prescription rule for it, and no prescription question arises for ordinary dietary amounts. Food and medicines rules on caffeine content were not read for this cell.

Classification happens under the dahir of 12 rebia II 1341 (2 December 1922), whose article 1, as modified on 17 March 1953, divides substances into tableaux A, B and C and has the section II lists for human and veterinary medicine made by arrêté of the health administration. Those lists are arrêté n° 171-66, Bulletin officiel 2817 of 26 October 1966, for tableaux A and C, and arrêté n° 1850-96, Bulletin officiel 4422 of 17 October 1996, for tableau B, which it abrogated and replaced. Dahir 1-80-140 of 17 December 1980, at Bulletin officiel 3590 of 19 August 1981, page 404, is a publication dahir and inscribes nothing. Placement for caffeine: in no section II tableau, as tableau B was published in 1996 and tableaux A and C in 1966. Search record. Tableau B of 1996 was read in full from the page image. Tableaux A and C of 1966 were searched in an OCR text of every page for caféine, théine, xanthine, théophylline and théobromine, and the entries that begin with C in both tableaux, pages 1179 and 1185, were then read from the page image so that an OCR miss could not stand as an absence. The single caffeine hit is the compound salt quoted above. Caféine, théine, xanthine, théophylline and théobromine also return zero as substance entries in the 1922 annex and the 1981 Convention print, as the live cell recorded on 22 September 2026.

Cannabis / THC
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Haschich et ses préparations », hashish and its preparations, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Tableau B names the resin form. The plant is reached by the separate dahir of 20 chaabane 1373 (24 April 1954) prohibiting chanvre à kif, whose article 5 was replaced by article 14 of the 1974 dahir so that its offences carry the 1974 penalties. That 1954 dahir is named in both the 1974 dahir and Law 13-21 but was not itself read for this cell, so the plant limb rests on those two references rather than on its own text.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974 provides death or life imprisonment. The ceiling in that dahir is article 2, five to ten years. Conduct distinction. Article 2 of dahir portant loi 1-73-282 of 21 May 1974 punishes whoever imports, produces, manufactures, transports, exports or unlawfully holds « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams. Article 1 punishes contravention of the 1922 dahir or of the regulatory texts made for its application concerning tableau B substances with two to five years and a fine of 5.000 to 50.000 dirhams, where the act is not a graver offence under the following articles. Article 3 punishes facilitating another's use, whether for payment or free of charge, with two to ten years, and raises the minimum to five years where the user was a minor of twenty one or under. Article 8 punishes unlawful use of one of those substances or plants with two months to one year and a fine of 500 to 5.000 dirhams, or one of those two penalties only, and suspends prosecution where the person consents to a cure de désintoxication after medical examination on the requisition of the procureur du Roi. Article 13 lets the sentencing court ban a foreign national from the territory for five to ten years, without prejudice to administrative expulsion. Article 11 requires the court to confiscate the substances seized and the money the offence produced. This substance is printed in tableau B, so these articles reach it directly.
There is a licit route and it is a licensing route, not a prescription route. Law 13-21 permits medical and pharmaceutical manufacture under Agence authorisation. A traveller carrying a foreign cannabis medicine has no authorisation under that law and should not assume one.

Classification therefore happens under the 1922 dahir. Its tableaux I to IV are the treaty's own schedules as printed in 1981, thirty two entries in total, and they were read complete from the page image. Law 13-21 on the licit uses of cannabis, promulgated by dahir 1-21-59 of 14 July 2021 and published at Bulletin officiel 7010 of 5 August 2021, does not decriminalise. Its article 1 opens « Nonobstant les dispositions du dahir du 12 rebia II 1341 (2 décembre 1922) », the dahir of 24 April 1954 prohibiting chanvre à kif and dahir portant loi 1-73-282, and then permits cultivation, production, transformation, manufacture, marketing, transport and export to be authorised by the Agence nationale de réglementation des activités relatives au cannabis. Article 50 reads « Sont applicables les sanctions et les mesures de sûreté prévues au dahir portant loi n° 1-73-282 » where that conduct is carried on without a valid authorisation, so the 1974 penalties are the sanction for unlicensed cannabis. Articles 6 and 17 cap tetrahydrocannabinol at a rate « fixé par voie réglementaire »; no such regulation appears in the issue, so no figure is stated here. Placement for cannabis: « Haschich et ses préparations » in tableau B of the dahir of 2 December 1922. Search record. Cannabis returns eighty nine word boundary matches in the 2021 issue and none in the 1922 or 1981 instruments, where the resin is called haschich and the plant is called chanvre à kif. Searching the modern word alone would have returned a false zero on the older texts.

Cocaine
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Cocaïne, ses sels et ses dérivés », cocaine, its salts and its derivatives, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. The entry is drawn wider than the salts alone: it reaches derivatives too, which is the widest of the seven tableau B formulations and the reason the crack row can be resolved from it.

Codeine
- Legal status
- Controlled as a produit toxique and not as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Codéine et ses sels », codeine and its salts, in tableau A, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Codeine is expressly carved out of the narcotics table. The tableau B opium alkaloid entry reads « Alcaloïdes de l'opium (à l'exception de la codéïne), leurs sels et leurs dérivés », and codeine then appears in tableau A instead. So the article 1 hook of the 1974 dahir, which runs to substances inscribed in tableau B, does not reach codeine, and neither do articles 2 and 8, which run to substances classified as narcotics. Codeine is a toxic product under the 1922 dahir, with the declaration, locked cabinet, labelling and register duties of Titre Premier.
This substance is printed in tableau A and not in tableau B, so those articles do not reach it as a narcotic. What does reach it is article 1 of the 1974 dahir, which punishes contravention of the 1922 dahir or of the regulatory texts made for its application with two to five years and a fine of 5.000 to 50.000 dirhams, but article 1 is itself confined to substances inscribed in tableau B, so on the printed text it does not reach a tableau A substance either. The duties that do bite are the 1922 dahir's own: declaration, locked storage, labelling, the sales register and the age limit. Article 13 lets the sentencing court ban a foreign national from the territory for five to ten years, without prejudice to administrative expulsion.
- If prescribed / medical

Carry a prescription for any codeine medicine and expect pharmacy level controls under the tableau A chapter.

Crack Cocaine
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Cocaïne, ses sels et ses dérivés », cocaine, its salts and its derivatives, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. There is no crack entry and no freebase entry anywhere in the 1922 tableaux. This row is resolved by derivation and the derivation is stated rather than hidden: crack is cocaine in its base form, and the tableau B entry reaches cocaine together with its salts and its derivatives. The placement is the cocaine entry's, not an independent one, and a reader should understand it that way.

Heroin
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Diacétylmorphine et ses sels », diacetylmorphine and its salts, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Heroin is listed under its chemical name rather than its common one. A search for the word heroin or héroïne in the 1922 text returns nothing at all, and reading that zero as an absence would have been wrong; diacetylmorphine is heroin, and it is one of the seven tableau B entries. It is also caught independently by the opium alkaloid derivatives entry.
Diacetylmorphine has no licit traveller route in Morocco. Do not attempt to carry it under any prescription.

Its tableaux I to IV are the treaty's own schedules as printed in 1981, thirty two entries in total, and they were read complete from the page image. Placement for heroin: « Diacétylmorphine et ses sels » in tableau B of the dahir of 2 December 1922. Search record. Both heroin and héroïne return zero word boundary matches in all four instruments. The chemical name diacétylmorphine returns two in the 1922 text, which is what settles the row. All searching was done with word boundaries enforced and with plural tolerance, after a search for tetrahydrocannabinol returned a false zero on the gazette's own plural. Morphine
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Morphine et ses sels », morphine and its salts, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. The entry reaches the salts expressly, so morphine sulfate and morphine hydrochloride are inside it without further argument. Tableau C separately prints « Sirop de morphine », which places the syrup preparation in the dangerous products list while the substance itself is a narcotic, and the two are not the same regime.

Nicotine
- Legal status
- Controlled as a produit toxique and not as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Nicotine et ses sels », nicotine and its salts, in tableau A, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Nicotine is a listed poison, not a narcotic. The entry sits between « Nitrates de mercure » and « Noix vomique » in the tableau A column and is the pure substance and its salts, which is the form the 1922 dahir regulates for commerce, industry and agriculture. Tobacco as a consumer product is governed by a separate regime that is not among the instruments held.
- The country level rule is the 1922 dahir's: substances intended for human or veterinary medicine are inscribed in section II of tableaux A, B and C by arrêté of the health administration, and each tableau carries its own dispensing chapter, with tableau B the strictest. A prescribing rule is not a criminal schedule and neither settles the other. The tableau A listing governs nicotine as a substance. It does not by itself settle how a nicotine replacement product or a vaping liquid is treated at the border, and that regime was not read for this cell.

Opium
- Legal status
- Controlled as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Opium brut et officinal » and « Extraits d'opium », raw and officinal opium, and opium extracts, in tableau B, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Opium is named twice in the seven entry tableau B, in its raw and officinal form and again as extracts, and a third entry reaches its alkaloids. Tableau A separately prints « Teinture d'opium » and « Pavot, papaver sommiferum (capsules sèches) », so poppy capsules and laudanum sit under the toxic products regime rather than the narcotics one, which is a distinction the 1974 dahir's article 1 hook makes operative.

Pink Cocaine / Tusi
- Legal status
- Controlled only through a component, and the label itself resolves to no single answer. Pink cocaine is a market label and not a substance. What is in the powder decides decides the answer. Samples sold under the name are usually ketamine with MDMA, caffeine and a dye, and often contain no cocaine at all, although the name points at it. Of the components, only cocaine has a printed entry, in tableau B. Ketamine, MDMA and 2C-B each return zero word boundary matches in all four instruments, and the operative tableau B arrêté that would settle them was not read. So a pink powder is resolved by analysis, not by its name.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974 provides death or life imprisonment. The ceiling in that dahir is article 2, five to ten years. Conduct distinction. Which article applies depends on which substance is actually present, and that is the whole difficulty with a label row. Where a tableau B substance is present, Article 2 of dahir portant loi 1-73-282 of 21 May 1974 punishes whoever imports, produces, manufactures, transports, exports or unlawfully holds « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams. Where the substance present is in no tableau that was read, no narcotics article has a classified substance to attach to, and the position turns on the arrêté that was not read.
There is no prescription route for a mixture sold under a street label. The traveller rule is whichever component's rule applies once the powder is identified.

Its tableaux I to IV are the treaty's own schedules as printed in 1981, thirty two entries in total, and they were read complete from the page image. Placement for pink-cocaine: resolved through a component and not under the label. Search record. Each candidate component was searched on its own: cocaïne hits four times in the 1922 text, while ketamine, MDMA, tusi and 2C-B return zero everywhere.

Poppers
- Legal status
- Controlled only through a component, and the label itself resolves to no single answer. Poppers is a street label for a family of alkyl nitrites, and Moroccan law does not use it. Only one member of the family is named: amyl nitrite, in tableau C. The other members of the family are not named. Isobutyl nitrite, isopropyl nitrite and butyl nitrite each return zero word boundary matches in all four instruments, so a bottle sold as poppers in Europe, which is usually isopropyl or isobutyl nitrite rather than amyl, does not inherit the amyl entry. The label does not resolve to one answer and the reader is told which member decides it.
Where the substance present is in no tableau that was read, no narcotics article has a classified substance to attach to, and the position turns on the arrêté that was not read.
No member of this family is a narcotic here. Amyl nitrite is a tableau C dangerous product; the other members are in no tableau that was read.

Scopolamine (Devil's Breath)
- Legal status
- Controlled as a produit toxique and not as a narcotic. The dahir of 2 December 1922 on substances vénéneuses prints « Scopolamine et ses sels », scopolamine and its salts, in tableau A, as annexed in 1922 in the ONSSA consolidated text read on 22 September 2026, and article 1 of that dahir as modified on 17 March 1953 provides that substances are inscribed in sections I and II of tableaux A, B and C by arrêté, an arrêté not read for this cell. Scopolamine sits with the alkaloid poisons, alongside « Atropine et ses sels », « Hyoscyamine et ses sels » and the belladonna, jusquiame and stramoine plant entries that are its botanical sources. It is not in tableau B, so the narcotics articles of the 1974 dahir do not reach it and the toxic products regime does.
- The country level rule is the 1922 dahir's: substances intended for human or veterinary medicine are inscribed in section II of tableaux A, B and C by arrêté of the health administration, and each tableau carries its own dispensing chapter, with tableau B the strictest. A prescribing rule is not a criminal schedule and neither settles the other. Scopolamine is a tableau A poison. A transdermal motion sickness patch is a prescription medicine here and should travel with its prescription.

Synthetic Cannabinoids (K2 / Spice)
- Legal status
- Controlled only through a component, and the label itself resolves to no single answer. Synthetic cannabinoid is a class label covering hundreds of compounds and Moroccan law does not use it. The one generic clause that exists is narrower than the label. Tableau I of the 1971 Convention as printed in 1981 reaches tetrahydrocannabinols and all their isomers, which catches nothing in the JWH, AM, AB-FUBINACA or MDMB families, because an indazole carboxamide is not an isomer of a tetrahydrocannabinol. No named synthetic cannabinoid appears in any of the four instruments, and in any event a Convention schedule published by a publication dahir is not a domestic criminal schedule.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974 provides death or life imprisonment. The ceiling in that dahir is article 2, five to ten years. Conduct distinction. Placement for synthetic-cannabinoids: resolved through a component and not under the label. Search record. The families were searched by stem rather than by label: JWH, AM-2201, UR-144, XLR-11, AB-FUBINACA, MDMB-CHMICA and the words synthétique and cannabinoïde all return zero word boundary matches in all four instruments. All searching was done with word boundaries enforced and with plural tolerance, after a search for tetrahydrocannabinol returned a false zero on the gazette's own plural. Tobacco
- Legal status
- Legal for adults, with smoking banned in listed public places and tobacco advertising banned. Its article 4 forbids smoking in « lieux publics », among them administrative offices and meeting rooms, hospitals and clinics, public transport outside smoking areas, theatres and cinemas, and teaching rooms, and article 7 bans tobacco advertising on broadcast media, in the press published in Morocco, in cultural venues and on the fronts of tobacco shops. The law as published in 1995 sets no minimum age for buying tobacco. Its alkaloid is a different row. « Nicotine et ses sels » is printed in tableau A, produits toxiques, both in the annex of the dahir of 2 December 1922 and in arrêté n° 171-66 of 11 March 1966, as published in 1966; the leaf, the plant and the manufactured product are named in neither. Arrêté 171-66 inscribes substances « ainsi que les préparations les contenant », but its lists are section II lists, for substances intended for human or veterinary medicine, and a cigarette sold for smoking is not a medicinal preparation; so the tableau A entry governs nicotine as a medicine or poison, and the narcotics dahir, which attaches to stupéfiants, reaches neither. This is a reading of the section II lists, for human and veterinary medicine; the section I lists for commerce, industry and agriculture, which article 1 of the 1922 dahir has made by joint arrêté, were not read. This is the law as published in 1995, read from the gazette page images on 3 October 2026.
- Consequences if caught
- Capital exposure: none. Loi 15-91, read from the page images of Bulletin officiel 4318 on 3 October 2026, provides no imprisonment at all; its penalties are fines. Conduct distinction. Buying, holding and smoking tobacco are lawful. Article 11 punishes « toute personne qui fume du tabac ou des produits du tabac dans les lieux où il est interdit de fumer » with a fine of 10 to 50 dirhams. Article 12 punishes advertising or propaganda for tobacco by the means listed in chapter III with a fine of 1.000 to 3.000 dirhams. Article 3 requires the warning « le tabac est dangereux pour la santé » on every packet and lets the administration seize a packet without it. The narcotics penalties of dahir portant loi 1-73-282 of 21 May 1974 do not reach tobacco: its articles 1, 2, 3, 4 and 8 attach to substances classified as stupéfiants or inscribed in tableau B, and tobacco is in no section II tableau, and is not classified as a stupéfiant in any list read. For comparison, the narcotics penalties that do not reach this row: Article 2 of dahir portant loi 1-73-282 punishes holding « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams, Article 8 punishes their unlawful use with two months to one year, Article 11 requires confiscation of what was seized and Article 13 lets the court ban a foreign national for five to ten years, and all four apply only to a substance classified as a stupéfiant, which tobacco is not.
- If prescribed / medical
- Smoking tobacco is not a medicine question here and no prescription rule applies to it. Nicotine as a pharmaceutical substance sits in tableau A, the produits toxiques regime of the 1922 dahir, and that regime governs nicotine as a substance, not a cigarette.
- Documentation
- Loi n° 15-91, promulgated by dahir n° 1-91-112 of 27 moharrem 1416 (26 June 1995), was read in full from the page images of Bulletin officiel 4318 of 2 August 1995, pages 542 and 543: chapter I, articles 1 to 3, packaging; chapter II, articles 4 to 6, smoking in public places; chapter III, articles 7 to 10, advertising; chapter IV, articles 11 to 14, sanctions and entry into force six months after publication. A Ministry of Health legal database copy republished by tobaccocontrollaws.org gives the same reference. In 2008 the Chamber of Representatives was reported to have adopted a bill amending the law, raising the smoking fine and penalising sale to minors, and in 2022 a parliamentary group proposed adding a fine for sale to minors as a complement to loi 15-91. No promulgated amending law was found by searching in French and Arabic, but the gazette after 1995 was not swept issue by issue, so an amendment cannot be ruled out. The alkaloid was read separately: « Nicotine et ses sels » is in the tableau A annexed to the dahir of 2 December 1922, Bulletin officiel 534 of 16 January 1923, page 63, read from the page image, and in tableau A of arrêté n° 171-66, Bulletin officiel 2817 of 26 October 1966. Tobacco, tabac, Nicotiana and cigarette are in no entry of tableau B as replaced by arrêté n° 1850-96 in 1996, Bulletin officiel 4422, pages 713 to 716, and in none of tableaux A and C of 1966 as searched in an OCR text of every page. The narcotics dahir portant loi 1-73-282, Bulletin officiel 3214 of 5 June 1974, pages 928 and 929, enumerates no substance, and its articles 11 and 13 apply only to the offences it creates. Placement for tobacco: in no section II tableau; the product is governed by loi 15-91 as published in 1995, and its alkaloid nicotine is in tableau A.
