Is Adderall legal in Morocco?
- Legal status
- Controlled as a narcotic, through its two constituents. Arrêté du ministre de la santé publique n° 1850-96 of 3 September 1996, published at Bulletin officiel 4422 of 17 October 1996, pages 713 to 716, abrogated and replaced tableau B of arrêté n° 171-66 of 11 March 1966, the list of substances vénéneuses intended for human or veterinary medicine (section II). Its tableau B opens « Sont classées comme stupéfiants, les substances et préparations ci-après ». Annexe II of that tableau takes in « les substances ci-après désignées », « leurs sels dans tous les cas où ils peuvent exister » and « les préparations de ses substances, à l'exception de celles nommément désignées ci-dessous », and it prints « Amphétamine à l'exception de la préparation présentée en comprimés et renfermant par comprimé: Sulphate d'amphétamine, 0.005 g phénobarbital 0.100 g », « Dexamfétamine » and « Lévamfétamine ». Adderall is a brand of mixed amfetamine salts and no brand name appears in any Moroccan instrument read. Its active constituents are amphetamine and dexamfetamine salts, both printed in Annexe II, and the one excepted preparation is an amphetamine and phenobarbital tablet, which Adderall is not. The row is resolved by its constituents and not by the brand. This is the list as published in 1996 and as read from the gazette page image on 3 October 2026. The 1971 Convention tableaux as published by dahir 1-80-140 at Bulletin officiel 3590 of 19 August 1981, page 404, carry « AMPHETAMINE » and « DEXAMPHETAMINE » in the 1971 Convention tableau II as printed in 1981, amphetamine as entry 1 with « (±)-amino-2 phényl-1 propane » and dexamphetamine as entry 2 with « (+)-amino-2 phényl-1 propane ». That is a treaty schedule published by a publication dahir and not a Moroccan criminal schedule; the domestic classification is the 1996 tableau B.
- Consequences if caught
- Capital exposure: none. No article of dahir portant loi 1-73-282 of 21 May 1974, read from the page image of Bulletin officiel 3214, pages 928 and 929, on 3 October 2026, provides death or life imprisonment. The longest term it sets is ten years, the ceiling of article 2 and of article 3. Article 12 applies the penal code's rules on recidivism, which were not read for this cell. Conduct distinction. Article 2 punishes whoever imports, produces, manufactures, transports, exports or unlawfully holds « les substances ou plantes classées comme stupéfiants » with five to ten years and a fine of 5.000 to 500.000 dirhams. Article 3 punishes facilitating another's use, whether for payment or free of charge, with two to ten years and a fine of 5.000 to 500.000 dirhams, and the same article reaches a doctor who issues a fictitious prescription, a person who obtains or tries to obtain these substances through fictitious prescriptions, and a person who dispenses them knowing the prescription to be fictitious. Its minimum rises to five years where the use was facilitated to one or more minors of twenty one or under. Article 1 punishes contravention of the dahir of 2 December 1922, or of the regulatory texts made for its application, concerning the substances classified as stupéfiants and inscribed in tableau B, with two to five years and a fine of 5.000 to 50.000 dirhams, where the act is not a graver offence under the following articles. Article 8 punishes unlawful use of one of those substances or plants with two months to one year and a fine of 500 to 5.000 dirhams, or one of those two penalties only, and prosecution is not brought where the person consents, after a medical examination on the requisition of the procureur du Roi, to a cure de désintoxication. Article 4 punishes provoking one of these offences, or provoking use, with one to five years and a fine of 500 to 50.000 dirhams. Article 5 punishes an attempt as the completed offence. Article 7 lets the court impose an interdiction de séjour for five to twenty years. Article 11 requires the court to confiscate the substances or plants seized and the money the offence produced. Article 13 lets the sentencing court ban a foreign national from the territory for five to ten years, without prejudice to administrative expulsion. Amphetamine and dexamfetamine are classified as stupéfiants by the 1996 tableau B, so these articles reach an Adderall tablet held without lawful title.
- If prescribed or medical
- Amphetamine and dexamfetamine are tableau B substances for medical use, and the 1922 dahir's tableau B chapter governs them. Article 31 requires them to be kept in a locked cabinet. Article 33 forbids a pharmacist to renew any prescription for a preparation taken by mouth that contains a tableau B substance at any dose, and article 34 forbids a doctor to write, and a pharmacist to fill, such a prescription for a period longer than seven days. Those articles were read in the ONSSA consolidated text cached on 22 September 2026, because the ONSSA host refused the connection on 3 October 2026. A prescribed stimulant of this kind is not a routine traveller medicine here. No rule on a traveller bringing a tableau B medicine into Morocco was read for this cell, so carrying Adderall without prior authorisation should be treated as holding a stupéfiant.

- The chain has three links and the enumerated list sits in the middle one. Dahir portant loi 1-73-282 of 28 rebia II 1394 (21 May 1974), published at Bulletin officiel 3214 of 5 June 1974, pages 928 and 929, enumerates no substance at all. Its article 1 punishes contravention of the dahir of 12 rebia II 1341 (2 December 1922) on the importation, trade, holding and use of substances vénéneuses, or of the regulatory texts made for its application, concerning « les substances classées comme stupéfiants et inscrites au tableau B », and its articles 2, 3, 4 and 8 attach to « les substances ou plantes classées comme stupéfiants ». Classification therefore happens under the 1922 dahir. Article 1 of that dahir, as modified by the dahir of 17 March 1953, divides substances into « Tableau A: produits toxiques », « Tableau B: produits stupéfiants » and « Tableau C: produits dangereux », and provides that substances intended for human or veterinary medicine are inscribed in section II of each tableau « par arrêté du directeur de la santé publique et de la famille ». The operative arrêté for tableau B is n° 1850-96 of 3 September 1996, Bulletin officiel 4422 of 17 October 1996, pages 713 to 716, whose article premier abrogates the tableau B « intitulé « Produits stupéfiants » annexé à l'arrêté susvisé n° 171-66 du 11 mars 1966 » and replaces it with the tableau annexed. Its Annexe I prints the opiates, coca, cocaine and cannabis in two groups, and its Annexe II prints the amphetamines, the hallucinogens and a set of other substances, amphetamine and dexamfetamine among them. Dahir 1-80-140 of 17 December 1980, at Bulletin officiel 3590 of 19 August 1981, page 404, is a publication dahir: it publishes the 1971 Vienna Convention on psychotropic substances as annexed, and it creates no offence and inscribes nothing in tableau B. Placement for adderall: « Amphétamine » and « Dexamfétamine » in tableau B, Annexe II, of arrêté 1850-96 as published in 1996; « AMPHETAMINE » and « DEXAMPHETAMINE » in the 1971 Convention tableau II as printed in 1981. Search record. The arrêté was found by searching for the composition of tableau B, which led to a retyped copy on pharmacie.ma and then to the gazette: the 1996 French edition issues on sgg.gov.ma from 5 September to 19 December 1996 were scanned, and issue 4422 lists the arrêté in its sommaire. Every entry quoted here was read from the rendered page image of that issue, not from the retyped copy, which misspells two entries. A later arrêté amending this tableau B was searched for in French and Arabic and none was found, but the gazette after December 1996 was not swept issue by issue, so an amendment cannot be ruled out. Adderall returns no match in any instrument read, as every brand name does, and the constituents were searched instead.
