LEGAL — khat is a licit, mainstream, culturally central commodity, cultivated openly and government-taxed (~20%); the leaf is NOT a controlled narcotic even though the isolated alkaloids are treaty-listed. Mechanism: n/a (uncontrolled/legal). No capital or criminal exposure — khat is legal in Yemen.
Consequences if caught
None for the leaf itself — khat is sold openly and chewed daily by a majority of adult men; there is no offence in possessing or trading it domestically.
If prescribed or medical
Khat is traditional plant material chewed as a licit stimulant; there is no medical/prescription framework because it is an uncontrolled commodity.
