Legality · Khat

Is Khat legal in Saudi Arabia?

Confirmed against a primary sourceVerified July 14, 2026
Legal status
Illegal — BOTH plant and alkaloids controlled; khat is treated by the GDNC as a named 'narcotic plant' under strict prohibition, and cathinone/cathine are scheduled. Mechanism: NAMED (plant + alkaloid). Trafficking is capital-eligible under the Anti-Drug Law Art. 37, but executions target amphetamines (Captagon) and hashish; multi-tonne khat seizures yield prison, so the leaf sits below the realistic execution tier (caught by class language).
Consequences if caught
Khat is strictly forbidden; heavy customs enforcement against leaf smuggled from Yemen, drawing imprisonment rather than execution in practice.
If prescribed or medical
Khat is traditional plant material with no recognised medical use and no lawful prescription route.
Documentation
No lawful personal-import route; do not carry any khat — it is a named narcotic plant seized at the border.
