Is HHC legal in Japan?
- Legal status
- HHC (hexahydrocannabinol) is a Designated Substance (shitei yakubutsu) under Japan's Pharmaceutical and Medical Devices Act — named by MHLW ordinance promulgated 7 March 2022, effective 17 March 2022, one of the earliest national HHC bans anywhere.
- Consequences if caught
- Manufacture, import, sale, possession and use are in principle prohibited under the designated-substance regime of the PMD Act. Separate from cannabis, which is controlled under the Cannabis Control Act.
- If prescribed or medical
- No medical HHC product; designated substances have no authorised medical use.
- Documentation
- Japan acted very early and by name (March 2022), long before the EU wave, because HHC's hydrogenated structure was not caught by THC provisions. CND later placed HHC in Schedule II of the 1971 Convention (in force 6 December 2025).
