Is GBL legal in Sweden?

Legal status
GBL (gamma-butyrolactone) is not classified as narkotika but is scheduled as a 'health-hazardous good' (hälsofarlig vara) under lagen (1999:42) and förordningen (1999:58) — GBL and 1,4-BD were added because classifying them as narcotics was rejected given their extensive industrial use. Handling requires a permit, with exemptions for legitimate industrial and scientific purposes.
Consequences if caught
Unauthorised handling, import or supply of GBL is an offence under the hazardous-goods law; recreational misuse as a GHB prodrug is prosecuted through that regime rather than the Narcotic Drugs Punishment Act.
If prescribed or medical
Not a medicine; it is an industrial solvent used for degreasing, cleaning and paint-stripping, and the permit-and-exemption structure preserves legitimate industrial and scientific use — the carve-out mechanism.
Documentation
Licensed industry handles GBL lawfully, but importing or possessing it without a permit for ingestion is punishable.
